【브레이크뉴스 포항】오주호 기자=중소벤처기업부 역점 사업인 ‘스마트상점’ 사업 보급률이 15%에 불과한데도 본예산 16억5000만원의 5배가 넘는 84억원이 3차 추가경정 예산안으로 편성됐다는 지적이다.

 

국회 산업통상자원중소벤처기업위원회 소속 국민의힘 김정재 의원(포항·북구)이 8일 소상공인시장진흥공단으로부터 제출받은 자료에 따르면 소상공인 자립을 위한 사업에 프랜차이즈 점포가 선정되거나 스마트 기술 보유 업체 137곳 중 일부 소수 업체만 상인들의 선택을 받은 것으로 나타났다.

 

본예산으로 1,110개 점포에 스마트상점 관련 기술을 지원할 목적이지만 지난달 말 기준 스마트 기술이 보급된 곳은 166곳에 그쳤다.

 

이 사업은 VR 가상체험 장비를 미용실 등에 적용한 ‘스마트 미러’ 사업, 전자 주문과 매출 관리 시스템을 구축하는 ‘스마트 오더’ 사업 등으로 구성돼 있다.

 

이같은 참여율 저조는 가상증강현실이나 3D 프린팅 등 신기술을 시장 상인들에게 알리는 과정에서 어려움을 겪고 있고, 그나마 선택받고 있는 스마트 오더 사업에 대해서도 일부 상인들은 ‘너무 번거롭다’는 이유로 사용을 중단했다.

 

공단이 관련 애플리케이션 업체에 점포당 35만원의 지원금을 지급하고 있음에도 시중에 있는 ‘배달의 민족’ 또는 ‘요기요’ 등 다른 서비스와 유사한 데다 소비자들에게 홍보도 잘 이뤄지지 않고 있기 때문이다.

 

또한 공정성 여부도 도마에 올랐다. 프랜차이즈 패스트푸드 업체나 스마트기기 판매점 등도 5인 미만 사업장이라는 이유에서 소상공인 업체로 선정됐다. 식음료 판매 관련 기술 지원 점포에 43곳 의류 판매장이 선정되기도 했다.

 

스마트상점 관련 기술 보유업체로 선정된 137곳 업체 중 10여 곳 업체만이 상인들의 선택을 받아 특정 업체에만 기술 매칭이 편중된 것 아니냐는 우려도 나온다.

 

이 같은 지적은 추경 편성 과정에서도 나왔다. 국회예산정책처 예산분석관은 “스마트기술 보급에 따른 경영개선 등 성과가 검증되지 않은 상황에서 추경 예산으로 본예산의 5배 이상 규모를 증액하는 것이 적절한지 논의가 필요하다”고 지적했다.

 

이에 공단 관계자는 “코로나19로 시장 상인들에게 사업을 알리는 데 어려움이 있었다”며 “연말까지 추경 예산을 집행하는 데는 무리가 없다”고 해명했다.

 

김정재 의원은 “시범사업인 만큼 올해 성과를 바탕으로 내년도 예산을 편성해야 했지만 무리한 추경 편성으로 보급률을 장담하기 어렵게 만들었다”며 “집행률이 부진함에도 중기부는 내년 예산으로 220억원을 반영한 만큼 국민 혈세 낭비를 막기 위한 꼼꼼한 예산 심사가 필요하다”고 말했다.
