27일, 경주시에 따르면 28일 전현희 국민권익위원회 위원장과 이철우 경북지사, 주낙영 경주시장, 이강덕 포항시장, 주대영 대구지방환경청장, 김석기 국회의원, 서호대 경주시의회 의장을 비롯해 도·시의원, 천북면 기관단체장, 희망농원 주민 등 100여 명이 참석한 가운데 국민권익위 주관의 관련기관 기관조정 현장실사 및 회의를 개최한다고 밝혔다.

 

주요일정으로, 28일 오후 1시 참석자 전원이 희망농원 현장을 방문해 현안사항 브리핑과 주민 의견청취, 열악한 주변환경을 시찰하고, 이어서 시청 알천홀(증축관 5층)에서 국민권익위원장 주재로 국비지원 협조 등 기관조정 회의가 열린다.

 

시는 이번 기관조정을 통해 희망농원의 여러가지 난제 가운데, 현재 한센인 포함 주민 160여 명이 거주하고 있어 가장 시급한 노후 집단계사와 폐 슬레이트 철거·노후 침전조 및 하수관거 재정비를 위한 국비 210억 원을 건의할 계획이다.

 

조정회의 이후 천북면과 희망농원 주민, 시의회, 전문가 등의 공론화를 거쳐 희망농원 종합정비계획을 수립할 계획이다.

 

현재 희망농원은 1959년에 성건동 소재 성락원 60여 명, 1961년 경북 칠곡군 소재 애생원 200여 명 등 총 260여 명을 정부가 한센인 자활목적의 국가정책사업으로 현재 보문단지 내 경주CC 자리로 통합 이주시켰으나, 1978년 보문관광단지 개발로 현재 천북면 신당3리로 강제이주 후 무허가 건물에서 1급 발암물질(석면), 악취, 해충과 형산강 수질오염의 근원이 되는 오염수 배출 등 취약한 환경 속에서 어렵게 살아오고 있다.

 

강제이주 당시 정부가 희망농원 6만여 평에 지어 준 집단계사 450동과 슬레이트 지붕은 오래 돼 낡고 부식됐으며, 재래식 개방형 정화조 및 하수관로도 노후화로 인해 악취 발생 등 주거환경이 매우 열악하다.

 

특히 집단계사의 생활하수가 우수기나 장마철이면 포항시민들의 식수원인 형산강 국가하천으로 유입돼 100여 건의 각종 민원이 지속적으로 발생해 왔다.

 

시는 이러한 여러가지 문제점을 해결해 희망농원 주민들의 40여 년의 한(恨)을 풀어 달라며 지난 3월 국민권익위에 적극적으로 건의를 한 바 있다.

 

주낙영 경주시장은 “40여 년 간 경주와 포항의 오랜 숙원인 희망농원 정주여건이 개선될 수 있도록 현장의 목소리를 중앙부처에 전달하고 조속한 해결을 위해 국민권익위, 경북도, 포항시, 대구지방환경청과 협업해 최소한의 인권 보장과 포항시민들의 식수원 오염 예방에 적극 대처해 나갈 것”이라고 말했다.
