첨단의료복합단지는 의료연구개발의 활성화와 연구 성과의 상품화를 촉진하기 위하여 2009년부터 국가프로젝트로 조성된 단지로, 현재 첨단의료복합단지 내에서 연구‧개발한 의약품이나 의료기기에 대해서만 소규모 생산시설 설치가 가능하다.

 

그러나, 첨단의료복합단지의 모든 입주기업에 대해 일률적으로 단지 밖에서 연구개발한 제품의 단지 내 생산을 전면 규제하는 것은 해당 기업뿐 아니라 첨단의료복합단지 전체의 성장과 발전을 저해하는 요인으로 작용할 우려가 있다는 지적이 제기되고 있다. 특히, 단지 내에 본사가 소재한 기업의 경우에는 규제를 완화해 줌으로써 원활한 기업 활동을 장려해 줄 필요가 있다.

 

홍석준 의원이 대표발의 한 첨단의료복합단지 육성에 관한 특별법 개정안은 첨단의료복합단지 내에 본사가 소재한 기업의 경우에는 단지 밖에서 연구개발 한 의약품이나 의료기기에 대해서도 단지 내에 소규모 생산시설의 설치를 허용하고 있다.

 

한편, 현재 첨단의료복합단지 내 소매점 판매시설 설치가 제한되어 있어 입주기업들이 연구개발 및 생산한 제품의 판매에 어려움을 겪고 있고, 몇몇 입주기업들은 단지 밖에 별도의 판매점을 설치하여 판매를 하고 있는 실정이다.

 

첨복단지 입주기업이 대부분 중소 의료 기업임을 고려하면 단지 밖에 별도의 판매점을 설치하는 것은 입주기업에 상당한 부담으로 작용하고 있고, 첨복단지 내 판매 제한은 신규 입주기업의 유치에도 걸림돌로 작용하고 있다.

 

홍석준 의원이 대표발의 한 법안은 첨단의료복합단지 내에서 생산한 제품에 한하여 판매시설을 설치할 수 있도록 하여, 판매점 설치 규제로 인한 입주기업들의 애로사항을 해소하고 있다.
