【브레이크뉴스 경북 】이성현 기자=경상북도(도지사 이철우)가 당초 예산안보다 1조 193억원이 증가한 10조 6천 548억원을 내년도 예산으로 확정하고 도의회에 제출했다.

예산안중 일반회계는 9조 3천320억원으로 전년대비 8천870억원이 증가했고, 특별회계는 1조 3천228억원, 전년대비 1천323억원이 증가했다. 10조원대는 경북도 본 예산 규모로는 최초다. 예산안은 도의회 상임위원회의 심의와 예결위원회의 심의를 거쳐 오는 12월 14일 확정 예정이다.

예산 10조원 이렇게 쓰인다

경북도의 2021년도 예산 편성 내역 중 관심은 ‘부서 실링 예산제’다. 이는  부서장 책임과 권한을 강화하는 것으로, 부서장이 비효율적인 사업은 폐지․축소하고 필요사업은 신규반영 할 수있다. 경북도에 따르면 이 제도를 통해 2천 496억원의 세출예산을 조정할 수 있을 것으로 전망된다.

세출구조조정을 통해 확보된 재원은 통합신공항 이전, 경북형 뉴딜, 일자리 창출, 민생경제 활력지원, 지역균형발전을 위한 SOC 등 경제 활력 회복지원 사업에 중점 투자된다. 구체적으로 살펴보면, 지역산업 경쟁력 확보 및 미래 성장경북 기반구축을 위한 중점사업으로 분류되는‘경북형 뉴딜’사업에 5천397억원을 투자된다. 또, 새로운 분야로 대두된 미래 언텍트 산업 육성을 위해서도 159억원이 투자된다.

경북형 뉴딜 예산으로는 과 함께 이번 예산안은  ① 신도청 시대, 지역균형발전 투자, ② K-방역, 재난재해예방 등 도민 안전 경북, ③ 어르신과 아이가 함께하는 행복한 복지경북,  ④ 기업경쟁력 강화, 일자리가 있는 활력경제, ⑤ 모두가 찾는 문화관광 콘텐츠·인프라 확충, ⑥ 모두가 잘사는 행복한 농촌, ⑦ 쾌적한 생활환경, 청정 경북 등 7대 분야에 집중 투자된다.

이철우 도지사는 “자체세입이 대폭 감소하는 어려운 재정상황 속에서 재정건전성과 재정확장을 통한 지역경기 활성화라는 두 마리 토끼를 잡아야 했다”면서 “불요불급한 경상경비 및 자체 투자사업을 줄이면서도 그 공백을 국비확보 노력을 통해 총 규모 상으로는 전년대비 10.6%를 상회하는 예산을 증액 편성함으로써 위축되는 지역경기에도 활력을 불어 넣을 수 있는 계기를 마련했다”고 밝혔다.

또, “올해와 마찬가지로 내년에도 코로나의 불확실성이 공존하는 상황 속에서 포스트 코로나에 대응하는 경북형 뉴딜, 민생안정, 경기활성화에 집중해 도민이 필요로 하는 적재적소에 예산이 골고루 배분될 수 있도록 최선의 노력을 기울였다.”고 강조했다.
