이날 오전에 열리기로 했던 경북체육회 2020년 행정감사가 오후로 갑자기 변경되면서 여러 의혹이 일었다. 경북도의회 문화환경위원회는 오후로 예정됐던 경북장애인체육회 감사를 오전에 실시하고, 오후 2시부터 경북체육회에 대한 감사를 실시하기로 했다.

황병직 문화환경위원회 위원장은 “행정감사는 도민을 대신하는 자리다. 김 회장이 민선으로 처음 당선됐고, 본인이 직접 의원들의 질의에 답하는 것도 이치에 맞지 않아 의회 차원에서도 예를 갖추려고 했다”며 “도민에 인사하는 자리이기 때문에 마땅히 함께 자리하실 것으로 알고 있었는데, 논란이 있었음은 매우 유감스러운 부분“이라고 말했다.
김하영 회장은 “오전(장애인체육회 행정감사)에 뵌 것으로 된지 않았나 생각해 개인적 약속을 위해 나갔다가 늦었다”며 “오늘 의원님들이 좋은 지적을 해주시면 체육회발전에 참고하겠다”고 말했다.
