【브레이크뉴스 대구】이성현 기자=더불어민주당 박완주 의원(천안을·3선)은 지난 19일 국회 본소통관 기자회견장에서 강득구 국회의원, 윤영덕 국회의원, 교육시민단체인 사교육걱정없는세상(이하 ‘사교육걱정’)과 함께 군 단위 지방자치단체(이하 ‘지자체) 장학재단의 ‘학교(학벌)에 따른 장학금 지급 차별 실태’와 관련한 기자회견을 개최했다고 20일 밝혔다.

지난 2018년 사교육걱정은 소위 명문대학에 진학한 학생을 대상으로 장학금을 지급하는 일부 군 단위 장학재단 38곳에 대해 국가인권위원회에 진정을 제출했다. 이에 대해 인권위는 올해 2월 평등권 침해라는 결론을 내렸으나 인권위에 진정을 제출한 38개 장학재단 중 30곳(79%)은 2020년에도 특정대학 진학 장학금을 유지하고 있는 것으로 조사됐다.

 

박완주 의원은 “수도권 지역 대학을 중심으로 한 대학 서열화가 지방인재의 역외유출을 부추기고 있다”고 강조하며, “대학서열화와 그에 따른 출신학교 차별이 지방대학 붕괴를 비롯한 지방소멸을 초래하는 악순환의 고리가 이어지고 있다”고 지적했다.

 

박완주 의원은 오는 24일 오전 10시 국회의원회관 대회의실에서 “출신학교 차별금지법 입법을 위한 토론회를 주최한다는 계획이다.

 

토론회는 환경노동위원회 안호영의원, 행정안전위원회 오영훈의원, 교육위원회 강득구의원, 서동용의원, 윤영덕의원, 사교육걱정없는세상 공동주최로 개최되며, 학부모, 취업준비생, 교육부, 노동부 관계자들이 참여해 출신학교 차별금지법 제정을 위한 논의를 진행할 예정이다.
