손덕수 의원이 대표 발의한 이번 결의안은, 일본 정부가 현재 추진하고 있는 후쿠시마 원전 오염수 해양방류 계획을 전면 철회하고 인접 국가를 포함한 국제사회에 오염수 처리방안에 대해 동의 받을 것을 주장했다.

 

결의안의 주요내용은 ▲일본정부는 후쿠시마 원전 오염수 해양방류 추진계획을전면 철회할 것을 촉구한다. ▲일본정부는 방사능 오염수와 관련된 일련의 조사행위와 의사결정 과정에 대한 모든 정보를 투명하게 공개하고 오염수 처리 방안에대하여 국제사회의 동의절차를 거칠 것을 촉구한다. ▲정부는 일본산 수산물의 검역강화와 수입금지 적극 검토 등 단호하고 실효적인 대책을 조속히 마련할 것을촉구하는 내용을 담고 있다.

 

군의회는 이번에 채택된 결의안을 청와대와 국회를 비롯해 국무총리실, 외교부, 환경부, 해양수산부, 원자력안전위원회에 전달할 계획이다.

일본 후쿠시마 원전 오염수 방류 계획 전면 철회 촉구 결의안

 

2011년 3월 11일, 규모 9.0의 동일본대지진으로 일어난 거대한 쓰나미가 후쿠시마 원자력 발전소를 덮쳐 수소 폭발과 방사능 유출 사고가 일어났다.

 

폭발한 제1원전에서는 매일 평균 160∼170톤의 방사성 오염수가 발생하고 있으며, 녹아내린 핵연료봉을 제거하지 않는 이상 앞으로 수십년간 오염수는 계속 발생할 수밖에 없다.

 

일본 정부는 발생한 오염수 총 123만톤을 후쿠시마 원전 탱크에 저장하고 있으나 2022년 10월이 되면 저장 한계에 도달하게 된다며 원전 오염수를 해양에 방류하는 계획을 세웠다.

 

이에 후쿠시마현 내 20개 기초의회 가운데 13곳은 ‘원전 오염수의 해양 방류 반대 결의안’을 채택하였으며, 일본의 전국어업협동조합과 후쿠시마현 어업조합 역시 결의문을 발표하여 반대입장을 밝혔다.

 

또한 일본 국민들도 오염수 방류의 안전성에 관해 4,000여건의 의견을 정부에 제출했는데 그만큼 방사성 물질이 생태계나 건강에 미칠 영향을 우려하고 있음을 방증한다.

 

이러한 여론 압박에 일본 정부가 지난 10월 27일 예정되어 있던 후쿠시마 원전 사고로 발생한 방사성 오염수 해양 방류 공식 결정을 11월 이후로 미뤘다.

 

그러나 전문가들은 일본 정부가 국민과 국제사회의 깊은 우려에도 불구하고 유전자 돌연변이를 발생시킬 수 있는 오염수 해양 방류를 감행할 것으로 전망하고 있다.

 

해양 오염은 국경 없이 전 인류에게 영향을 미치는 재난으로 특히 미래 세대에게 치명적인 부담을 줄 수 있다.

 

방사능 오염수로 인한 직접적 피해가 발생하지 않더라도 수산물 방사능 오염 가능성만으로도 수산업은 궤멸에 가까운 피해를 입을 가능성이 높아 오염수 처리 방법은 더욱 철저한 국제사회의 동의와 검증 절차를 거쳐야 할 것이다.

 

이에 영덕군 의회는 일본 정부가 무책임한 오염수 해양 방류 계획을 즉각 전면 철회하고 국제사회의 책임 있는 일원으로서 국제사회 및 주변국이 납득할 수 있는 이성적인 선택을 하도록 다음과 같이 단호하게 결의한다.

 

1. 일본 정부는 후쿠시마 원전 오염수 해양 방류 추진 계획을 전면 철회할 것을 촉구한다.

 

2. 일본 정부는 방사능 오염수와 관련된 일련의 조사행위와 의사결정과정에 대한 모든 정보를 투명하게 공개하고 오염수 처리 방안에 대하여 국제사회의 동의 절차를 거칠 것을 촉구한다.

 

3. 정부는 일본산 수산물의 검역 강화와 수입 금지 적극 검토 등 단호하고 실효적인 대책을 조속히 마련할 것을 촉구한다.

Resolution calling for the complete withdrawal of the contaminated water discharge plan at the Fukushima nuclear power plant in Japan

 

On March 11, 2011, a massive tsunami caused by the Great East Japan Earthquake of 9.0 scale hit the Fukushima nuclear power plant, causing a hydrogen explosion and a radioactive leak.

 

An average of 160 to 170 tons of radioactive contaminated water is generated every day at the exploded nuclear power plant, and contaminated water will continue to be generated for decades unless the melted nuclear fuel rods are removed.
