대구시교육청의 이번 조치는 지난 12월 6일 중앙재난안전대책본부의 수도권 거리두기 2.5단계, 비수도권 2단계 격상 후에도 코로나19의 전국적 확산과 지역 내 코로나19 감염이 지속됨에 따라, 학교의 등교수업 기준을 강화해 학생들의 안전을 보다 적극적으로 확보하기 위해서이다.

대구시교육청은 등교 형태 전환에 따른 학교 현장의 준비를 위해 12월 17일(목)부터 18일까지는 준비기간으로 하고, 학교에서 실제 적용은 12월 21일부터 겨울방학식까지 운영할 수 있도록 했다.

이에 따라 다음 주부터 전교생 300명을 초과하는 초등학교, 중학교, 고등학교는 ‘학교 내 밀집도1/3을 원칙’으로 해 학년 또는 학급 단위로 등교수업을 실시하게 된다.

사회적 거리두기 2단계에서는 학교 내 밀집도를 최대 2/3까지 운영 가능하지만대구시교육청은 기준을보다 강화해 등교수업을 운영하는 것이다.

다만, 초등학교 1학년은 돌봄 필요성을 감안해 매일 등교를 원칙(매일등교가 어려운 학생은 제외)으로하고, 그 외 학년에도 돌봄이 필요한 학생, 기초학력지도가필요한 학생, 중도입국학생, 특수교육대상학생 등과 같이밀집도 적용 기준에서 예외로 인정해 매일등교할 수 있도록 할 방침이다.

유치원도 이전의 학급당 24명 이하 매일등원 기준을 ‘돌봄유아를 포함해 학급당 15명 이하’로 강화해 운영하며, 15명이 초과할 경우 2~3부제로 등원하도록 한다.

특수학교는 이전과 같이 ‘전교생 200명 이하 학교는 매일등교’하고, 200명 초과학교는 분반해 격일 등교하도록 하되, 학교 교육활동의 원활한 운영을 위해강화된 방역에대한 계획과 준비가 된 학교는 전교생 200명 초과해도 매일 등교 가능하도록 한다.

대구시교육청은 이번 학교 내 밀집도 기준 강화 기간 중에도 유치원과 초등학교의 경우 현재와 같이 돌봄을 운영할 방침이다.
