김병삼 부시장은 “지속적으로 인구가 유출되고 있는 가운데, 지속 가능한 도시로 도약하기 위해서는 51만 인구 회복이 무엇보다 중요하다”며 “전입신고를 시작으로 미래신성장 산업 기업유치, 지역 청년사업가 지원 등 다양한 정책을 발굴해 51만 인구회복에 총력을 기울이며, 나아가 지역경제를 활성화시킬 수 있도록 최선을 다하겠다”고 말했다.
한편, 김병삼 부시장은 1968년 경북 영천 출신으로, 영남대 경제학과, 경북대 행정대학원을 졸업 1996년 지방고시 행정사무관으로 공직에 입문해 경북도 국제통상과장, 예산담당관, 의성군 부군수 등을 거쳐 2015년 지방부이사관으로 승진한 후 영천시 부시장, 경북도 자치행정국장을 역임했다.
