【브레이크뉴스 경주】박영재 기자=지난해 10월 13일 발생한 생후 16개월 정인양 학대 사망사건을 계기로 아동 학대에 대한 대책이 요구되고 있는 가운데, 경주시가 아동학대 예방과 피해아동 보호를 전담하는 '아동보호팀'을 신설하고 본격 운영에 나서기로 했다.

주낙영 경주시장은 18일 비대면 브리핑을 열고 팀장을 포함한 아동학대 전담공무원 4명과 아동보호전담요원 4명 등 8명으로 구성된 아동보호팀의 신설을 주요 골자로 한 아동보호 대책을 발표했다.

 

이 자리에서 주 시장은 전문적이고 신속한 아동학대 예방 및 보호 업무 수행을 위해 행정력을 총동원할 것이라고 강조했다.

 

이날 공개된 경주시의 주요 대책을 살펴보면, ‘아동학대제로’를 위해 △법적·제도적 보호체제 정비 △아동 세이프콜 신고체계 △피해 아동 치료·보호 강화 △시민공동안정망 등 4개 주요 과제로 구분하고 세부 대책을 수립·시행한다는 방침이다.

 

먼저 법적 근거가 될 ‘아동학대 예방 및 피해아동 보호 조례’가 제정된다. 제정될 조례에는 △아동의 안전 보장 및 학대 금지에 대한 의무 △신고자 포상금 지급 △학대 피해 아동 치료비 전액 지원 △아동학대 전담의료기관 지정 근거 등이 포함된다.

 

또 아동보호시설에 대한 관리·감독 권한도 강화된다. 아동학대 정도에 따라 보육시설에 경주시 보조금을 차등 지급하거나 중단한 강력한 조치를 골자로 ‘영유아보육조례’도 대폭 개정된다.

 

특히 익명성을 보장하는 아동 세이프콜 신고체계 구축을 위한 ‘아이쉴드 신고함’설치와  ‘경주 아이지킴이’ 지정을 통해 지원과 감시가 대폭 강화된다.

 

이 밖에도 피해 아동 치료·보호 강화를 위해 남아 전용 학대피해 아동쉼터에 더해 여아를 위한 여아 전용 학대피해아동쉼터와 다함께돌봄센터를 확대 설치한다.


또 임시보호시설 내 학대피해아동 진료비를 경주시가 전액 지원하는 한편, 시민공동아동안전망 구축을 위해 시민모니터링단을 구성해 아동학대 근절에 나선다.

 

주낙영 경주시장은 “꿈도 펴보지 못한 채 안타깝게 세상을 떠난 16개월 정인양과 같은 경우가 다시는 일어나지 않도록 조속한 법령제정과 강력한 예방대책을 시행할 것이다”라며 “시민 모두가 감시자가 되어 아동학대가 없는 경주시로 나아가는 것에 적극 동참해 줄 것”을 당부했다.
