“Promoting permanent legalization of the medical cannabis industry in Andong”

Rep. Hyung-dong Kim, the power of the people, proposes a partial amendment to the “Drug Management Act”

【Break News 】Reporter Lee Sang-cheol=People's Power Rep. Kim Hyung-dong (Andong, Yecheon, Gyeongbuk) announced some amendments to the 「Narcotics Management Act」 on the 18th, as the first bill of the new year, which relieves legal restrictions on cannabis so that cannabis can be legally used as medical and industrial products. Representative proposal was made.

In July of last year, Andong was designated as the “Industrial Hemp Regulatory Free Zone,” opening the way for the production, processing, and sales of hemp for medical products. However, as the entire hemp is defined as narcotics according to the current law, concerns have been raised that "the business itself is unstable because there is no legal basis" or "If the special zone itself is not extended, the hemp industry will be stranded."

The current laws in Korea refer to “hemp” as cannabis and its resin, cannabis or all products manufactured using the resin as raw materials, and is classified as a drug.

However,'Hemp', commonly known collectively as hemp, refers to a substance that is used and distributed without hallucinogenic drugs. Hemp stem skin (fiber, hemp), seeds (hemp seed) or oil (hemp seed oil), and hemp stalks (building materials).

Even overseas, those with a THC (tetrahydrocannabinol) content of less than 0.3% based on the total weight of the hemp plant material are defined as'hemp' and are not classified as drugs.

Therefore, according to US standards, Clinic Hyung-dong Kim said, ``Drugs that contain the content of psychedelic components (THC) of less than 0.3% of cannabis are excluded from drugs, and hemp without hallucinogenic components can be used for medical and industrial purposes. Amendment of the Act on Management” has been proposed.

Rep. Kim said, “It is a problem that the relevant laws do not reflect the reality even though experts are already popular at home and abroad that it is difficult to classify as a drug. Instead of legalizing it, it is handled by public institutions like cigarettes and ginseng. "We need to come up with a plan and have the most strict management system from cultivation to processing and sales of hemp."

As Congressman Kim said, on December 2 of last year, the UN's Drug Commission was known to have excluded hemp from drugs.According to related reports, it is very effective in the treatment of diseases such as △ sleep disorders, pain, multiple sclerosis, epilepsy, convulsions, nausea and headache caused by chemotherapy. △ Medical hemp does not show addiction or dependence. It was in accordance with the World Health Organization's (WHO) recommendation to exclude drugs from narcotics.

In addition, on December 4, last year, the US House of Representatives passed a law to legalize cannabis, and more than 50 countries around the world, including Canada, have already legally allowed the use of medical hemp.
