【브레이크뉴스 대구】이성현 기자=한국토지주택공사(LH) 직원들의 투기 의혹 사건의 파장이 전국으로 확산되는 양상이다.

직무상 얻은 정보를 악용하여 광범위한 투기 의혹이 제기된 한국토지주택공사 외에 해당 지자체와 국토부 등으로 사건이 확산되고 있는 것.

대구시와 경북도에서도 대구도시공사와 경북개발공사 직원들을 대상으로 감사 및 조사가 예정되어 있다. 

대구도시공사는 전체 직원 176명과 그 가족들을 대상으로 ‘개인정보 수집동의서’를 받아 2012년 이후 추진한 수성의료지구를 비롯 대구대공원조성사업, 대구국가산단, 금호워터폴리스, 안심뉴타운 등 7개 사업에 대한 자체 감사가 예정되어 있다.

이 가운데 대구대공원조성사업과 식품산업클러스터조성사업, 복현주거환경개선사업 등 3개 사업은 아직 토지 보상이 이뤄지지 않은 것으로 알려졌다.

우리복지시민연합(이하 복지연합)은 9일 성명을 내고 대구시의 감사에 대한 우려와 함께 차원 높은 감사를 촉구하고 나섰다.

복지연합은 “정치권에서도 LH 투기방지법을 발의하고 있지만, 국민적 공분과 주택공공정책의 무너진 신뢰는 당분간 회복하기 힘들어졌다”고 전제하며 “대구도시공사가 벌이는 셀프 감사는 벌써부터 제대로 된 조사가 될지 매우 회의적이다. 감사의 한계도 명확할 뿐 아니라 시민들이 감사 결과를 수용할지도 의문이다. 보여주기식에 그칠 개연성이 매우 높다”고 주장했다.

실제 이번 감사는 수박 겉핥기식 밖에 되지 않을 가능성이 높다. 의지 부족이라기보다는 부여받은 시스템 때문이다.

자체 감사나 조사는 말 그대로 직원들의 자발적 동참이나 동의 없이는 사실상 불가능한 점이 많다. 감사라고 할지라도 혐의가 드러난 상황도 아닌 시점에서 강제적으로 무리한 조사를 실시할 수도 없을뿐더러, 하더라도 설문조사 수준의 조사 밖에는 할 수 없을 것이란 지적이다.

게다가 대구시나 경북도에게 부여된 권한도 복지연이 주장하는 조사나 감사를 실시하기엔 한계가 명확하다는 부분도 아쉬움으로 남는다. 결국은 국세청과 금융감독원 등이 합동으로 나서줘야 그나마 작은 규모의 감사가 가능하다는 것.

거꾸로 현재 LH직원들에 대한 정부 감사방식과도 맥을 같이한다. 정부는 검찰의 수사는 배제하고 정부 기관들로만 꾸려 자체 조사를 하겠다고 밝혔지만, 이 역시 전체 규모로 볼 때는 제대로 된 감사가 이뤄질 수 없다는 것이 정치권의 반응이다. 결국 혐의점이 나타난 시점을 중심으로 검찰의 수사가 동반되어야만 그 진상을 제대로 밝혀 낼 수 있다는 것이다.

한편, 복지연합은 “조사 대상이 너무 한정적”이라는 점을 꼬집으며 “이번 기회에 대구도시공사 직원과 그 가족 뿐 아니라 모든 공직자와 지방의회 의원 등 정치인 모두를 조사해야 한다”고 주장했다.

정의당도 이날 성명을 내고 자체 조사가 아닌 경찰 수사 의뢰를 촉구했다. 정의당 대구시당은 “정부도 당초 투기 의혹이 불거진 후 국토부와 LH에 자체조사를 지시했다가 여론의 뭇매를 맞고 경찰에 즉각 수사 지시한 것을 잊었는가”라며 “사업을 담당한 기관의 자체조사를 국민이 신뢰하지 않는다. 권영진 시장은 당장 경찰 수사를 의뢰하라”고 주장했다.

정의당은 이어 “현재 진행 중인 수성구 연호택지조성사업도 사업발표 후 업무상 관련자의 부동산투기 의혹이 해당 토지소유주와 인근 주민들을 통해 제기된 바 있다”며 “조사 대상은 2012년 이후 진행된 수성의료지구, 대구대공원 등 7개 사업 외에도 LH지역본부가 진행한 사업도 포함해야 한다”고 주장했다.

The Korean Welfare People's Union (hereinafter the Welfare Coalition) issued a statement on 9 June, urging a higher level of appreciation along with concerns about the audit by the city of Daegu.

The Welfare Coalition said, "Although the LH Anti-Speculation Act is being proposed in the political circles, the collapsed trust in the public public and housing public policy has become difficult to restore for the time being," and it is very skeptical whether the self-audit conducted by the Daegu City Corporation will be a proper investigation from now on. Not only are the limits of auditing clear, but it is also questioned if citizens will accept the results of the audit. The opening is very high."

In the real world, this audit is likely to be only a watermelon smattering. It is not because of lack of will, but because of the system that is endowed.

There are many things that cannot be done without the voluntary consent of employees, literally by their own audits or investigations. It is pointed out that even if the audit is not revealed, it will not be possible to conduct unreasonable investigations forcibly at a time when the allegations have been revealed, and even if it is not, it will not be possible to do it outside of survey-level investigations.

Furthermore, it remains a shame that the powers granted to Daegu City and Gyeongbuk-do are also clearly limited to conduct investigations and audits claimed by Welfare Year. In the end, the IRS and the Financial Supervisory Service must work jointly to conduct a small audit.

On the upside, we also like the way the government audits current LH employees. The government has said that it will rule out prosecution investigations and will only pack up with government agencies to conduct its own investigations, but the political circles' response is that, on a full scale, proper audits cannot be conducted. In the end, the truth can only be properly revealed if the prosecution's investigation is accompanied by a point of suspicion.

Meanwhile, the Welfare Coalition pinched the point that "the subject of the investigation is too limited," insisting that "on this occasion, all officials and local council members, as well as daegu city corporation employees and their families, should be investigated."

The Justice Party also issued a statement on the day, called for the commission of a police investigation, not its own. The Daegu City Party of Justice said, "Did the government initially instruct the Ministry of Land, Infrastructure and LH to conduct its own investigation after suspicions of speculation, and then forgot to direct the investigation immediately to the police after the public opinion," and "the public does not trust the own investigation of the agency in charge of the business. Mayor Kwon Young-jin called for a police investigation immediately."

The Justice Party continued, "The current YonhoTaek Land Development Project in Susung District has also been raised through the land owners and nearby residents of the work after the project was opened," and "the subjects of the investigation should include projects conducted by LH Regional Headquarters in addition to seven projects conducted since 2012, such as the Susung Medical District and Daegu Grand Park."
