【브레이크뉴스 포항】박영재 기자=경북 포항시의 2021년 시정 운영 목표는 '삶과 도시의 대전환'이다. 코로나 전후 사회경제적 여건변화에 따른 시민들의 행복한 삶을 보장하고 지속가능한 도시로서의 변화와 도약을 담고 있다.

 

그 중 ‘도시환경’은 녹색디자인으로 지속가능한 생태환경도시 포항을 완성한다는 추진방향에 따른 전략 중 하나로, 푸른도시 포항 브랜드를 만드는 신(新)동력이다.

 

이에 포항시는 지난해 7월 1 쾌적한 환경, 시민과 함께하는 풍요로운 녹색 생태도시 조성을 위해 2020포항시 푸른도시 사업단이 출범시켰다. 사업단은 13(녹지과, 공원과, 생태하천과) 52명의 현장중심 조직으로 구성됐다.

 

푸른도시사업단은 △시민 삶의 질을 높이는 산림복지 제공 △안전하고 자연친화적인 도심공원 조성 △수생태계 회복을 위한 도심하천생태복원사업 등 시민중심의 푸른도시 건설을 위하여 다양한 사업을 추진하고 있다.

 

시민 가까이에 있는 산림복지

 

코로나19 장기화에 따른 코로나블루, 바쁘게 살아가는 현대인들에게 ‘치유’라는 단어는 매우 특별하다. 포항시는 자연과 함께 건강한 삶을 위해 내연산 치유의 숲이 상반기 준공과 함께 시범운영을 거쳐 예약형태로 운영한다.

내연산은 음이온, 피톤치드, 수려한 자연경관 등 숲의 다양한 산림치유 인자를 갖고 있으며경북도 내 지자체로는 처음으로 문을 연다. 내연산 치유의 숲에는 편백 족욕장, 열치유실 등을 갖춘 치유센터(지상2층/지하1층)와 부대시설(치유정원, 치유광장, 여울광장 등)이 6.5km 치유숲길로 이어져 있다.

 

또 ‘각 공간별 숲 향기 맡기’, ‘오감으로 숲 느끼며 천천히 걷기’, ‘숲에서 동의 구하기’ 등 다양한 체험프로그램을 시민들에게 제공한다.

 

특히, 치유숲 활성화를 위해 인근 천년고찰 보경사가 운영 중인 템플스테이와 산림단체 등과 MOU 체결에 따른 고객 맞춤형 프로그램을 추진함으로써 고품질 산림복지 서비스를 누릴 수 있을 것으로 기대된다.

 
해안체류형 호미반도 산림복지단지도 들어설 예정이다. 산림휴양과 레포츠 인프라 구축을 위해 호미반도 해양관광(해맞이광장, 해안둘레길 등)과 연계한다.

 

2017년 경북도가 실시한 기본구상 연구용역에서 산림복지단지 예정지로 포항 구룡포 일대가 최적지로 선정됐다. 2025년 준공을 목표로 사업추진 초기단계부터 주민 의견과 다양한 분야의 전문가 의견을 수렴하는 등 시민체감도와 호응도를 높혔다.

 

지난해 7월 산림청으로부터 산림복지지구 지정 승인을 받아 주변 개발여건, 산림환경과 호미반도의 입지적 여건 등을 최대한 활용해 자연휴양림, 치유의 숲, 숲속야영장 등이 포함된 다양한 수요를 충족하는 맞춤형 산림복지단지를 조성해 해양도시 포항에 산림휴양도시라는 수식어를 더할 예정이다. 이 사업에는 총 사업비 312억원이 투입된다.

시민 곁에 숨 쉬는 공원, 다함께 누리는 안전한 공원

 

지역균형 뉴딜과 연계한 민간공원 조성 특례사업은 올해 1월부터 토지소유자 보상협의 등을 시작으로 본격적인 사업궤도에 올랐다.

작년 6월 실시계획인가 이후 보상계획 열람공고와 감정평가를 모두 마쳤고 원활한 사업 추진을 위해 보상협의회 구성운영 등을 통해 토지소유자와의 지속적인소통을 이어 나가고 있다.

 

이 사업은 총 2조 4천여억원 규모로포항시 1년 살림에 버금가는 재정규모가 전액 민간자본으로 추진돼시의 재정부담을 완화하고 동시에 일몰제로 사라질 위기에 놓인 도심녹지를 보전해지속가능한생태환경도시로 나아가는 계기가 될 것으로 기대를 모으고 있다.

아울러, 공원 조성시 포항지역업체 우선 선정할 것을 시행사와 협약해 코로나19로 침체된경기 부양에도 새로운 돌파구가 될 것으로 보인다.

 

여기에는 식물원(환호근린공원), 청년창조몰(학산근린공원), 수영장이 포함된 체육센터, 지곡~포항철길숲 연계 산책로(양학근린공원)가 계획되어 있어 삭막한 도시에 녹색 숨결을 불어넣는 새로운 미래를 그려나가고 있다.

 
한편, 코로나 이후 시민들의 변화된 워라밸 수요 충족을 위해 일률적인 공원시설을 시민친화적 공간으로 재정비하고 수목 전정, 풀베기 등도 수시로시행하여 사계절 쾌적한 녹지공간을 확충할 계획이다.

나아가 시민안전을 최우선으로 생각해 내년 6월 준공을 목표로 환호지구 급경사지 붕괴위험지역 정비를 지속적으로 추진 중에 있으며 도시공원 방범용 CCTV 설치, 포항운하 수변 데크구간 옹벽 보강공사 등 차질 없는 사업 시행으로 시민의삶을 지키는데 주력할 방침이다.

 

건강한 생태환경 조성과 수변공간 창출

학산천이 콘크리트를 벗고 시민친수공간으로 조성된다. 포항시는 학산천 외 양학천, 칠성천, 두호천 4개 지역 도심하천을 단계적으로 복원할 계획이며 이에 학산천은 친수성, 도시숲과 연계한 접근성, 교통성 등이 우수해 하천기능 평가에 최우선순위를 얻어 우선 시범사업으로 선정됐다.

올해 3월 중순부터 지장물 이설 및 임시도로를 설치하는 등 본격적으로 공사가 진행된다. 길이 900m, 폭 23m 복개도로를 철거하고 폭 10m 생태하천으로 복원해 산책로 친수 및 생태체험 공간 등 자연친화형 공간으로 조성되며 2023년 6월 완공 목표로 하고 있다.

복개하천의 생태복원으로 수질을 개선하고, 수생태계의 건강성 회복과 침체된 구도심의 도시재생 활성화를 통해 도심 곳곳 숲과 맑은 물로 자연과 경계 없는 도시를 만들겠다는 목표를 가지고 있다.

 

이와함께 340억원을 추가로 들여 학산지구 도시침수 예방사업도 함께 추진한다. 이 사업은 상습 도시침수 지역인 좋은선린병원 일대를 학산 배수구역으로 정해 총 넓이 4.07㎞ 구역에 기존 우수관로 정비 및 펌프장을 설치, 이들 관로는 학산천과 연결해 동빈내항으로 흘려보내 도시침수 피해방지 등 시너지 효과가 기대된다.

 

권혁원 푸른도시사업단장은 행복한 미래의 삶, 품격 있는 도시로 나아가기 위해서는 도시환경이 최우선 과제이며, 현장 속에 답이 있다고 강조했다. 이어 시민들이 체감하고 호응하는 푸른도시를 만들기 위해 최선의 노력을 하겠다고 강한 의지를 밝혔다.

 A park where citizens can breathe, a safe park for everyone to enjoy

 

 The special project for the creation of a private park in connection with the regional balance New Deal has been on the course of the project in earnest starting from January this year, starting with a landowner's compensation agreement.

 

After approval of the implementation plan in June of last year, the compensation plan was notified and appraisals were all completed, and the compensation council was formed and operated to facilitate continuous communication with land owners.

 

This project is worth 2.4 trillion won in total, and is promoted with private capital, which is comparable to that of one year living in Pohang City, alleviating the city's fiscal burden and at the same time preserving urban green areas that are on the verge of disappearing due to sunset. Creating a healthy ecological environment and creating a waterfront space

 

 Haksancheon is built into a water-friendly space for citizens after taking off the concrete. Pohang City plans to gradually restore urban rivers in four areas in addition to Haksancheon, Yanghakcheon, Chilseongcheon, and Duhocheon.
