국민의힘 정희용 의원(경북 고령ㆍ성주ㆍ칠곡)은 2일 코로나19로 인한 온택트 시대에 디도스 공격으로 인한 피해가 매년 증가추세이며 실질적인 대책 마련이 시급하다고 밝혔다.

최근 3월 24일 네이버가 디도스 공격을 받아 1시간 가까이 서비스가 먹통이 되는 사태가 발생했으며, 지난해 11월에는 한국거래소가 디도스 공격을 받아 기업공시 채널 접속지연 등의 피해로 인해 많은 국민들이 불편을 겪은 바 있다. 또한, 카카오뱅크, 11번가, 케이뱅크 등도 디도스 공격을 받았던 것으로 알려졌다.

정희용 의원이 과학기술정보통신부로부터 제출받은 최근 5년간(2016년~2020년) 디도스 공격 현황에 따르면,2017년 96건, 2018년 133건, 2019년 155건, 2020년 213건 등 총 731건의 디도스 공격이 발생했으며, 매년 증가추세를 보이고 있다.

업종별로는 정보통신업이 561건(77%)으로 가장 많은 공격을 받았고 이어 금융 및 보험업 44건(6%), 협회 및 단체 35건(5%)으로 뒤를 이었다.

특히, 협회 및 단체의 디도스 공격은 2019년도 3건에서 2020년도 23건으로 급증하였는데, 이는 과거에 디도스 공격을 받지 않은 업종도 디도스 공격에서 자유로울 수 없다는 것을 보여준다.

정부는 2009년, 약 1만 8,000여대의 좀비PC로 청와대와 주요 언론사, 정당 등 국내 주요 홈페이지 26곳이 접속장애를 겪은 디도스 대란사태를 계기로 정보보호인력과 예산을 대폭 확충하는 ‘국가 사이버 위기 종합대책’을 발표하였지만, 여전히 디도스에 대한 대응이 충분하지 못하다는 지적이다.

정희용 의원은 “코로나19로 인해 학교수업을 비롯해 국회 및 정부의 각종 회의, 입법ㆍ정책토론회까지도 온택트로 진행되고 있는 추세이고, 기업 인재채용 등 국가전반에 온택트 방식이 자리잡고 있다. 따라서 디도스 공격으로 시스템이 마비 된다면 그 피해는 걷잡을 수 없는 상황에 놓일 수도 있다”라고 경고했다.

또한, 정 의원은 “이에 정부는 온택트 시대를 맞아 디도스를 비롯한 사이버테러에 더욱 만전을 기해 국민의 피해와 불편함을 최소화 하도록 적극 노력해야 한다”고 강조했다.
