경상북도가 ‘경상북도 종합계획(2021~2040)’ 수립을 위한 도민 및 관계 전문가 의견을 수렴하는 자리를 마련했다.

28일 도청 화백당에서 열린 공청회는 ‘경상북도 종합계획’에 관심있는 일반 도민, 道 실과장, 23개 시․군 기획관리실장, 담당자 등 100여명이 참석한 가운데 진행됐다.

이번 공청회는 국토기본법에 의거 지난 2019. 12월 수립된 제5차 국토종합계획과 연계하여 경상북도 차원에서 이를 구체화하고 시․군 계획 등 하위계획에 대한 지침을 수립하는데 있어 도민 등의 의견을 수렴하기 위해 마련된 자리다.

‘경상북도 종합계획(2021~2040)’은 대구경북연구원이 책임연구기관으로 지정되어 경상북도와 공동으로 기획단을 구성하여 수립하고 있으며, 이날 발표된 종합계획(안)은 전대미문의 코로나19 상황의 어려움속에서도 실국별, 시군별, 도내 연구지원기관별 신규 계획과제 제안 취합, 23개 시군별 순회토론회(2020.8~11월), 주민설문조사 실시(2020.11월~) 등을 거쳐 마련됐다.

도는 이번 공청회 이후 6월 4일까지 추가 의견을 제출 받아 반영한 후에 최종보고회, 경상북도 도시계획위원회 심의를 거쳐 오는 7월에 국토교통부에 최종안 승인을 요청할 계획이다.

이번에 수립하는‘경상북도 종합계획(2021~2040)’은 제5차 국토종합계획의 기조 및 목표와 연계 코로나19 사태 이후 지역 경기침체 극복 및 대․내외 여건 변화를 반영하고, 지역이 보유한 자원과 개성․특성을 살린 계획, 광역화 추세 및 지역 간 연계․협력을 고려한 계획, 시․군 종합발전계획과 연계한 방향 설정에 초점을 두고 있다.

종합계획 수립에 참여한 경상북도 김장호 기획조정실장은 “경북도의 도정 최대 이슈는 경북 역사이래 가장 큰 대형 메가 프로젝트인 통합신공항 이전, 산단대개조 및 강소연구개발특구와 헴프산업 등 신산업 추진 등으로 지금 큰 변화을 겪고 있다”고 말하면서, “이러한 급변하는 환경에 적극 대응해 2040년 미래 경상북도가 더욱더 발전될 수 있도록 종합계획 수립에 만전을 기하겠다”고 말했다.

2040 경상북도 비전은 ‘더 큰 희망, 더 큰 경북’, 슬로건은 ‘미래로 세계로 뻗어 가는 경북’으로 정하고, 이를 실천하기 위해 4대 목표로 차별없이 함께 잘사는 균형발전 지역, 미래 성장을 주도하는 스마트산업 선도지역, 품격있는 글로벌 문화관광 중심지역, 세계로 통하는 교통․물류망 거점지역을 설정했다.

이번 종합계획의 공간 구상으로는 과거 생활권별, 지역에 국한된 공간구상에서(북부자원권, 서부산업권, 동부해양권, 남부도시권) 탈피, 2040 경상북도 비전 체계의 가치를 반영한 공간 구상으로, 2028년 개항이 예정된 통합신공항을 중심으로 한 경북도 차원에서 추진할 공간 발전전략이 제시됐다.

새롭게 마련된 공간구상은 제5차 국토종합계획과의 정합성을 유지하되, 국토균형발전 실현을 위한 초광역협력을 지향하는 권역으로 설정했으며(남부권, 북부권, 동해안권), 더나아가 시간경제권별 인프라 연결망 확충에 중점을 두고 경상북도의 발전을 이끌어 나간다는 방침이다.

특히, 이번 계획 수립을 통해 2040년 준비를 위한 ‘2040 9대 신전략 프로젝트(안)’이 마련됐다. 신전략 프로젝트는 산업(디지털+그린), 사람(행복+안전), 공간(영토확장+개척)에 따른 3×3 전략으로,
