포스코, 탄소중립시장 선점 위해 액화이산화탄소 운반선 개발 나서

포스코는 현대미포조선, 한국조선해양, 로이드선급(LR) 및 라이베리아 기국과 함께 탄소중립과 수소사회로 전환에 따른 탄소의 포집 및 활용, 저장(CCUS: Carbon Capture, Utilization and Storage) 관련 시장 선점을 위해 액화이산화탄소(LCO2) 운반선을 공동 개발한다.

 이를 위해 포스코는 27일 서울 포스코센터에서 현대미포조선 남영준 설계부문장(전무), 로이드선급 김영두 극동아시아 기술총괄 부사장, 한국조선해양 신상범 생산기술연구소장(상무), 라이베리아 기국 김정식 한국대표와 포스코 김상철 에너지조선마케팅실장이 참석한 가운데 LCO2운반선 공동기술개발 업무협약을 체결했다고 밝혔다.

 

이번 협약을 통해 포스코를 비롯한 참여사들은 2025년까지 단계별로 2만 CBM(Cubic Meter) 이상의 대형 액화이산화탄소 운반선을 개발하는 동시에 국제적인 기준과 방향성을 제시한다는 목표다.

 

우선 포스코는 대형 액화이산화탄소 운반선의 핵심인 저장탱크용 강재 및 이용기술을 개발하고 현대미포조선과 한국조선해양은 운반선의 설계와 건조에 필요한 용접 기술 등을 개발한다. 또한 로이드선급은 강재 인증과 저장탱크 설계/제작에 대한 기술검토와 관련 규정을 제/개정하고 라이베리아 기국은 선박등록규정 정립과 기국 승인절차 일체를 담당한다.

 

전세계적인 탄소중립 트렌드와 수소사회로의 전환에 따라 산업활동에서 나오는 탄소의 포집과 활용 및 저장 관련 기술의 필요성은 점점 커지고 있다. 2020년 국제에너지기구(IEA) 보고서에 따르면 연간 최대 4천만톤 수준의 이산화탄소가 포집 되어 대부분 지층에 영구 저장 되거나 유정에 재주입 되어 석유회수증진 용도로 쓰이고 있다.

 

특히 2070년까지 CCUS기술은 전세계 총 이산화탄소 감축량의 15%를 담당하고 이는 연간 약 100억톤에 달할 것으로 추산된다. 이에 따라 이산화탄소를 저장시설로 운송하기 위한 대형 액화이산화탄소 운반선 개발이 시급한 상태다.

 

특히 포스코는 대형 액화이산화탄소 저장탱크에 요구되는 저온고압을 견디는 강재 및 이용기술을 개발하고 현대미포조선과 한국조선해양은 운반선 설계와 제작을 담당해 강재 개발부터 선박건조까지 100% 국산 기술이 적용된다는 점에서 의미가 크다. 또한 선제적인 대형 액화이산화탄소 운반선 공동개발로 다가오는 탄소중립 사회의 신규수요 창출도 기대하고 있다.

 

이날 협약식에 참석한 포스코 김상철 에너지조선마케팅실장은 “포스코가 고객사 및 참여사들과 협업으로 세계 최초로 대형 액화이산화탄소 운반선을 개발해 친환경시대를 열어갈 탄소중립시장을 선점할 것으로 기대한다”고 말했으며, 현대미포조선 남영준 전무는 “실질적인 연구개발로 액화이산화탄소 운반선이라는 신규시장에서 참여사 모두가 마켓 리더로서 입지를 공고히 할 수 있을 것”이라고 밝혔다.

 

로이드선급 김영두 극동아시아 기술총괄 부사장은 “글로벌 온실가스 감축을 위해 조선해운분야에서도 탈탄소(Decarbonization) 기술혁신이 요구되고 있어 이번 공동개발은 매우 의미가 크다”고 말했으며, 라이베리아 기국의 알폰소 카스티에로(Alfonso Castillero) 총괄운영책임자는 서한을 통해 “액화이산화탄소 운반선 개발협력은 세계 해양산업에서 매우 중요한 프로젝트로 최고의 철강사 및 조선소와 함께 시너지를 낼 수 있어 의미가 깊다”고 밝혔다.

참고로 로이드선급은 선박의 소재부터 설계까지 안전성을 기술적으로 평가해 인증하는 기관으로 대표적인 선급으로는 영국의 로이드, 노르웨이 DNV, 미국 ABS 등이 있다


또 라이베리아 기국(Flag State, 旗國)은 배의 국적을 알리기 위해 게양하는 국기가 나타내는 나라로 , 선주의 나라가 아닌 세제혜택, 노조/고용문제가 상대적으로 유리해 선박을 편의상 등록하는 나라. 파나마, 라이베리아, 마샬제도 등이 대표적 기국. 선박등록 제반 절차를 담당하는 기관은 기국(Flag Registry, 旗局)으로 파나마는 정부에서 운영하며, 라이베리아는 라이베리아 기국(Liberia International Ship & Corporate Registry)社에서 대행한다.

With the global trend of carbon neutrality and the transition to a hydrogen society, the need for technology related to the capture, utilization and storage of carbon from industrial activities is growing. According to a report by the International Energy Agency (IEA) in 2020, up to 40 million tons of carbon dioxide is captured annually, and most of it is permanently stored in geological formations or re-injected into oil wells to improve oil recovery.


In particular, by 2070, CCUS technology will account for 15% of the total global carbon dioxide reduction, which is estimated to reach approximately 10 billion tonnes per year. Accordingly, there is an urgent need to develop a large liquefied carbon dioxide carrier to transport carbon dioxide to storage facilities.
