It focused on finding effective policies, such as going through a process of collecting opinions.

The main contents of this master plan are ‘Inclusiveness, Opportunity, and Open Gyeongbuk’ with the vision of ‘Providing various opportunities to realize dreams in Gyeongsangbuk-do’ and ‘realizing an inclusive population policy that encompasses generations and spaces’.

The strategy consists of five tasks: ① a community where children are born and cared for together, ② enhancement of the possibility of future generations, a new life, old age enjoying new happiness, ④ a living space that responds to demographic changes, and ⑤ administration and system to prepare for the future society.

In particular, as detailed tasks for each sector, fostering base schools for each living area, strengthening health infrastructure in the province, securing targets for strategic influx of population and granting innovative incentives, creating jobs in connection with new industries, strengthening exchanges and cooperation between generations and between the influx of people and settlers, Local population policy, policy alternatives for strengthening the control tower function, etc. were presented.

Gyeongsangbuk-do established the 'Gyeongsangbuk-do Population Policy Basic Plan' by supplementing the opinions of advisory members such as Park Jong-seo, Research Fellow at the Korea Institute for Health and Social Affairs, Min Seong-hee, Research Fellow at the Korea Institute for Health and Social Affairs, and Yang Nan-joo, professor of Daegu University, as well as deficiencies in the interim report study to make the population policy promotion strategy substantive. It is planned to be completed by December.

On the other hand, 21,835 people decreased from January to July 2020, but the decrease was significantly alleviated with a decrease of only 7,773 people from January to July 2021. In addition, on average, more than 9,000 people flowed out to other areas such as the metropolitan area every year, but as of July 21.7, the total inflows outnumbered the total outflows, resulting in a net inflow of 3,153 people to Gyeongsangbuk-do. The total fertility rate also recorded 1.05 in the 21.1 quarter from 1.00 in 2020.

Gyeongbuk Provincial Population Policy Division Director Yoo Jeong-geun said, “In order to preemptively respond to changes in the demographic structure caused by low fertility, aging, and the outflow of young people, Gyeongbuk has completed services well to lay the foundation for population policy, and a Gyeongbuk-style population policy that reflects regional characteristics. We will continue to work hard to find out.”
