‘경북 혁신중소기업 미래이음 금융지원’ 추진

 경상북도는 15일 영덕군 새마을회관에서 지역주력산업 육성 및 코로나19 피해 극복을 위한 ‘경북 혁신중소기업 미래이음 금융지원 업무협약’을 체결했다.

이날 협약에는 경북도, 기술보증기금, 대구경북중소벤처기업청, 경북테크노파크, 경북도상공회의소협의회, 경북도경제진흥원이 함께 했다.

 

그동안 혁신 중소벤처기업은 지역 균형 뉴딜의 핵심 주체로 주목을 받고 있지만 신생 기업특성상 매출실적이 적어 자금조달에 어려움이 있었다.

 

이번 업무협약으로 경북도는 기술보증기금에 50억 원을 출연하고, 1000억원 규모의 재원을 마련하고 유관기관과의 협력으로 기술경쟁력을 가진 도내 중소기업에 대해 보증특례를 지원 하게된다.

 

특히, 이번 업무협약으로 대출심사를 완화해 기술기업의 대출실행(최대 5억) 가능성을 높였다.

 

매출액 기반 보증금액 산정을 생략한 운전자금 사정특례 금액을 기존 1억 원에서 2억 원으로 확대했으며, 코로나 피해기업의 경우 2019년도 또는 당기매출액 기준으로 심사가 가능해졌다.

 

또한, 기업의 금융비용 부담을 최소화하기 위해 보증비율을 전액(100%)으로 확대하고, 보증료 감면(0.2%) 혜택도 주어진다.

 

대출·보증 한계로 이율이 높은 제2금융권을 이용하게 돼 금융비용 부담 가중되었던 기업들에게 코로나19를 극복할 돌파구가 될 것으로 보인다.

 

경북도는 지난해 3無(무이자, 무담보, 무보증료)의 중소기업·소상공인 특별경영자금 각 1조 원 파격지원과 매년 운전자금, 창업 및 경쟁력강화 자금, 벤처자금 등 총 4천억 원 규모의 중소기업 금융지원 사업을 시행했으나 주로 1금융권 대출이 가능한 기업을 위주로 지원이 이뤄졌다.

 

이번 사업은 혁신 기술을 보유했으나 매출평가에 발목이 잡혀 1금융권 대출이 어려운 중소기업까지 지원을 확대함으로써 경북도 중소기업 금융지원사업의 완성도를 높이게 됐다.

 

이철우 경북도지사는 “오늘 협약의‘미래이음’이란 의미는 위기 속에서 미래를 내다보고 될 성 부른 나무를 키워야 한다”는 뜻이라며, “지역의 혁신중소벤처기업들이 창업 초기의 어려움을 극복하고 지역 뉴딜의 핵심으로 활약 수 있도록 할 것”이라고 밝혔다.

In particular, this business agreement eased the loan review, increasing the possibility of loan execution by technology companies (up to 500 million won).

 

The special amount of working capital assessment, which omits the calculation of the sales-based guarantee amount, has been expanded from 100 million won to 200 million won.

 

In addition, to minimize the burden of financial costs on companies, the guarantee ratio is expanded to the full amount (100%), and guarantee fee reduction (0.2%) is also provided.

 

It is expected to be a breakthrough in overcoming COVID-19 for companies that have been burdened with financial costs by using a second financial sector with high interest rates due to the limitations of loans and guarantees.

 

Last year, Gyeongsangbuk-do provided exceptional support of KRW 1 trillion each for special management funds for small and medium-sized businesses and small businesses with no three (no interest, no collateral, no guarantee fees), and financial support for SMEs totaling KRW 400 billion each year, including working capital, start-up and competitiveness enhancement funds, and venture funds. Although the project was implemented, support was mainly provided to companies that were able to borrow from one financial sector.

 

This project has improved the completeness of the financial support project for small and medium-sized businesses in Gyeongsangbuk-do by expanding support to small and medium-sized enterprises (SMEs) that have innovative technology but have difficulties in the 1st financial sector due to a hindrance in sales evaluation.

 

Gyeongsangbuk-do Governor Lee Cheol-woo said, "The meaning of the 'future joint' in today's agreement means that we should grow a tree that will look forward to the future in a crisis." We will make it possible to play an active role as the core of the New Deal.”
