경상북도는 각종 공모사업 유치를 통해 올해 농업분야 예산을 지난해(9226억)보다 증액된 9280억원을 편성했다고 6일 밝혔다.

이를 통해 올해 농어민의 소득안정과 농어업의 공익적 가치 증진을 위해 첫 시행되는 농어민수당과 스마트팜 혁신밸리와 노지 스마트농업 시범사업이 본격적으로 추진되면서 지역 농업의 새로운 길을 열 것으로 기대하고 있다.

 

올해 예산은 농업의 공익적 가치 증진, 디지털․그린 인프라 확충, 농촌재생, 기후변화 대응, 농식품 유통구조 개선, 농가 소득 안전망 구축 등을 통해 다함께 잘사는 농촌을 만드는데 초점을 두고 있다.

 

먼저, 안심하고 농업경영에 종사할 수 있는 여건을 만들고, 농업의 공익적 기능을 유지·확산시켜 나가기 위해 4342억원을 편성했다.

 

농업의 공익적 기능을 강화하면서 중소규모 농가의 소득 안정을 도모하기 위해 농어민 수당 555억원, 공익증진 직접지불제 3758억원, 친환경농업 직접지불제 10억원, 논 활용 직접지불제 19억원을 편성했다.

 

다음은 농업분야 디지털 혁신과 기후변화 대응, 탄소중립 실천을 위해 247억 원이 투입된다.

 

스마트팜 혁신밸리의 본격적 운영과 스마트 농업 기반 조성을 위해 스마트팜 혁신밸리 지원 25억원, 노지 스마트농업 시범사업 59억원, 스마트원예단지 기반조성 9억원, 축산분야 ICT 융복합 확산에 38억원을 투입한다.

 

또 기존 농업인들의 스마트 농업 전환 부담금 경감을 위한 임대형 스마트팜 조성에 60억원, 축산분뇨 처리 패러다임 전환을 위해 축분고체연료 에너지전환 실증사업과 축분 고속건조발효시스템에 13억원을 지원한다.

 

기후변화에 선제적으로 대응하기 위해 아열대작물 전문단지 조성에 6억원을 신규로 편성하고, 농업분야 미세먼지 저감과 저탄소 환경 친화적인 농업생산 기반 조성을 위해 노후 경유 농업기계 조기폐차 지원에 37억원을 투입한다.

이어 농촌 일손부족 문제를 해결해 안정적 농업 생산 활동을 지원하기 위해 129억원을 편성했다.

 

이를 위해 농촌인력센터 운영 17억원, 농작업 대행과 낙농도우미 지원 사업에 2억원, 농작업 기계화를 촉진하기 위해 농기계 임대사업소에 62억원, 농기계 구입 40억원, 벼․과수 생력화 장비 및 농자재 구입 8억원을 지원한다.

 

청년이 돌아오고 아이 울음소리가 들리는 희망차고 젊은 농촌을 조성하기 위해 147억원을 지원한다.

 

세부적으로 귀농귀촌 유치지원 사업에 37억원, 농과계 고등학생 및 청년농업인 역량 강화 8억원, 청년농업인 영농정착 지원 79억원, 사업영역 확대 및 청년농업 CEO 육성에 5억원을 편성했다.

 

여성농업인의 삶의 질 향상과 농촌지역 보육 사각지대 해소를 위해 출산농가 영농도우미 지원 1억원, 여성농어업인 행복바우처 지원 9억원, 농촌 영유아 보육시설 운영에 8억원을 편성했다.

 

지역 농축산물 소비를 촉진하고 안전하고 건강한 먹거리를 제공하기 위해 253억원을 지원한다.

 

무상급식 전면 시행과 고품질의 급식 제공을 위해 초․중․고 무상급식 146억원, 친환경농산물 학교급식 53억원을 지원하고, 어린이의 식습관 개선과 건강증진을 위해 초등돌봄교실 과일간식 7억원, 학교우유급식 47억원을 지원한다.

 

농촌형 SOC 확충과 농촌공간정비 프로젝트를 통한 쾌적하고 살기 좋은 농촌을 만들기 위해 1044억원이 투입된다.

생활 편의․문화․복지 거점 공간 조성과 서비스 공급 체계 구축을 위해 농촌중심지 활성화 사업 293억원, 기초생활거점 조성 사업에 488억원, 지역자산을 활용한 농촌 활력 창출을 위해 농촌 신활력플러스 사업 245억원, 주민교육훈련을 통한 자립기반 구축에 18억원을 편성했다.

 

판매 걱정 없이 농사에만 전념할 수 있도록 혁신적인 농식품 유통시스템 구축과 판로확대를 위해 192억원을 지원한다.

 

산지 농산물의 시장교섭력 제고를 위한 농산물 산지유통 활성화에 70억원, 농산물 생산유통기반구축에 33억원을 지원하며, 수출시장 확대를 위한 시장개척·물류비에도 35억원을 지원한다.

기후변화 및 재해에 대비한 수리시설 관리를 위해 가뭄대비 용수개발 57억원, 배수시설 개선에 223억원, 노후수리시설 정비에 86억원을 편성했다.
