구미시장에 도전하는 전 경상북도 정책기획관 김장호씨가 구미시의 예산을 3조원으로 늘리는 방안을 제시했다. 김 전 기획관은 현재 국민의힘 윤석열 대통령후보 조직본부인 공정희망연대 부본부장을 맡고 있기도 하다.

김 부본부장은 “예산이 풍족해야 구미시민들이 많은 혜택을 본다”며 “살기 좋은 구미 건설을 위해서는 예산 확보 방안이 무엇보다도 중요하다”며 “2012년 포항의 예산은 1조 1,600억이었고 구미의 예산은 1조 110억 정도로 1,500억 가량 차이가 났다. 하지만 작년의 포항 예산은 2조 4,300억 원으로 구미 예산 1조 3,000억에 비해 약 두 배 정도 차이로 벌어졌다”고 말했다.

김 부본부장은 이어 “올해 예산도 구미 1조 5,060억에 비해 포항이 3조 1억원을 기록하며 더욱 격차가 벌어지고 있는 상황이다”며 “포항과 구미인구가 10만정도 차이가 나는 상황에서 예산이 두 배 가량 된다는 것은 정말 심각한 문제이고 경각심을 갖고 풀어야 할 과제라고 본다”고 밝혔다.

그는 “경상북도 기획조정실장 재직시 국비확보의 실무를 담당하며 2018년 3조에서 2021년 5조원으로의 괄목한 성과를 냈다”며 “구미시의 재정문제를 확실히 해결할 수 있다”고 말했다.

이를 위한 대안으로는 국가 대형프로젝트 유치, 교부세 확보, 규제완화, 기업유치 등의 특단의 대책을 제시했다.

대책 완성을 위한 방법도 제시했다. 국가 대형프로젝트 유치 방안으로 “통합신공항 건설로 인해 철도나 도로 건설 등 접근성 확보를 위한 국가 SOC가 공항과 연계되는 도시 위주로 많이 생길 것으로 예상이 된다”며 “경북 통합신공항 추진(TF) 반장으로 재직시 고민했던 통합신공항과의 연계를 위한 인프라 구축과 관련해 구미시로 국가 대형프로젝트를 끌어 올 수 있는 많은 아이디어를 가지고 있다”고 밝혔다.

또 “반도체, 제조업, 방위산업 기반의 구미혁신클러스트를 조성해 기업이 많이 유치되면 구미시의 세수를 충분히 확보 할 수 있다”고 밝혔다.

교부세 확보방안에 대해서도 “공직 생활 중 중앙부처인 안전행정부교부세과 과장을 지내온 경험과 인적네트워크를 살려 보다 많은 교부세를 받아 올 자신과 실력이 있다”고 밝혔다.

규제완화는 “기업하기 좋은 환경 조성과 경제 활성화를 위해 법령이 허용하는 범위 내에서 최대한 규제를 완화를 해야 된다”며 “재건축 재개발 등의 문제도 서울시의 ‘신속통합기획’같은 규제 완화 사례를 본받아 관련제도를 수정해 지역의 경기가 활성화 될 수 있도록 해야 한다”고 밝혔다.

기업유치에 대해서도 “공직 생활 중 경북도청에서 투자유치과장으로 재직시 구미4공단의 도레이, 도레이BSF(엑슨모빌), 아사히글라스 등의 기업유치를 이끌었던 경험을 살려 충분히 할 수 있다”고 밝혔다.

그는 이렇게 확보된 예산의 복지, 안전, 농축산업 지원 등의 효과적인 사용 방법에 대해서도 방안을 내놨다.

 방안의 일환으로 구미시 여아 사망사건으로 얼룩진 이미지를 지우고, 복지 사각지대에 있는 시민들을 위해 복지 안전망을 확대하고 범구미시 복지 협의체를 구성 하겠다고 밝혔다.
