대구시는 17일 구미시에  맑은 물 상생협정 해지를 통보했다. 대구시는 김장호 구미시장의 △지방선거 후보 당시의 상생협정 반대활동과 △현재 상생협정의 요건 미비 및 무효 주장 △기 합의된 해평 취수장이 아닌 타 취수장 협의 요구 등 여러 가지 상황을 고려했다“며 ” 당초 협정의 이행이 구미시의 귀책사유로 더 이상 추진하기 어렵다고 판단했다“고 해지 사유를 밝혔다.

그러면서 “앞으로 구미 5산단 유치 업종 변경 및 확대에 따른 동의 여부에 대해서는 신중히 접근하겠다”며 “경우에 따라서는 필요한 후속 조치를 취할 것”임도 분명히 했다. 

구미시도 18일 입장을 통해 상생 협정 파기의 원인은 구미시가 아니라는 점을 강조하면서도 사실상의 협정 파기를 공식화했다.

구미시는 18일 입장문을 통해 “맑은 물 나눔과 상생발전에 관한 협정에 대한 대구시의 일방적 파기 통보에 깊은 유감을 표한다”면서 “대구시와 맑은 물을 함께 공유해야 한다는 기본 입장은 변화가 없다”고 밝혔다. 

김장호 구미시장이 취임 한 달 기자회견 에서 밝힌 ‘취수원 이전은 대구시 현안’이란 의미는 “홍 시장이 선거과정에서 안동물을 먹겠다고 공약한 만큼 대구시에서 기존 협약에 대해 진행할 것인지 아니면 새로운 방식으로 다양하게 할 것인지 대구시가 주도적으로 해야 된다는 의미였다”면서 “구미시는 그동안 물을 못 준다, 협정서를 무효화 또는 파기를 선언한 일은 없다”고 거듭 강조했다.

김 시장의 대구시 현안 발언은 홍 시장이 선거 당시 공약한 안동댐 식수 발언에 따른 구미시 입장이었을 뿐, 협정 파기 원인이 될 수 없다는 주장으로 결국 이번 협정서 파기의 귀책사유는 대구시, 즉 홍준표 시장의 안동댐 발언이 원인이라는 것.

구미시는 또 “홍 시장의 행보를 보면 권영진 전 대구시장이 합의한 내용을 이행할 의도가 없다는 의구심이 든다”며 “지방자치법에 따라 지방자치단체는 권리와 역할이 분명함에도 대구시는 관할 권역이 아닌 구미시의 행정사무에 대한 지휘, 감독권을 행사할 수 있는 것처럼 주장하고 있다”면서 홍시장의 자제를 촉구했다.

또 구미시는 “권영진 전 대구시장이 안동물을 이용할 줄 몰라서 해평취수장을 이용하겠다고 협정에 나선 것이 아니다”며 “홍 시장의 ‘맑은 물 하이웨이’구상은 이미 환경부의 낙동강 통합물관리 방안 용역의 3가지 안에 포함된 유사한 안으로, 경제성이 없다는 이유로 제척된 안”이라고 비판했다.

나아가 “홍 시장이 취수원을 이용해 구미를 압박하는 것은 규제개혁위원회의 정부 방침에 역행하는 처사”라면서 “구미에서 정상적으로 환경관련 법령을 준수하면서 기업 활동을 하는 기업인들을 위축시키고 건전한 지방투자를 저해하는 행동”이라고 거듭 비판했다.   

홍준표, 김장호 두 단체장 책임론 부각

두 도시는 모두 지난 6월 지방선거에서 새로운 단체장이 선출된 곳이다. 이전 단체장들이 어떤 노력을 통해 결실을 맺어왔든 상관없다는 듯 낙동강 다변화 정책 및 상생협정은 완전히 뒤집힐 판이다.  

이에 따라 두 단체장의 책임론도 부각될 것으로 예상된다. 지켜보는 시민들 입장에서는 두 사람의 발언을 두고 "망언에 가깝다"고 평하고 있다. 

해평취수장 공동 이용에 관한 협약은 민선7기 때 환경부, 경북도, 구미시, 수자원공사와 맺었다. 두 지역 단체장의 공식적인 협정 파기로 대구시는 대구시대로 구미시는 구미시대로 각각의 대응과 조치에 들어간다는 입장이다.

먼저 대구시는 지난 16일 낙동강 환경 보전과 안전한 식수 확보를 위해 구미시에 △전체 산업단지에 대해 오·폐수 정화시설을 보강할 것 △구미5국가산업단지에 화학공장과 유독물질 배출공장이 입주할 수 없도록 할 것 △오·폐수 무방류 시스템을 도입할 것 △구미5공단의 유치 업종 확대에 대구시는 더 이상 동의하지 않을 것'이라는 입장을 전했다.

이어 홍준표 대구시장은 "지난 30년간 대구 시민들은 상류 구미공단의 오염원 배출로 고통받아온 피해자인데도 낙동강의 식수를 얻기 위해 굽히고 인내해 왔다"며 "안동댐 1급수 댐물을 가져오는, 고르디우스의 매듭을 끊는 발상의 전환으로 대구 시민의 안전과 건강을 지키겠다"고 했다.

이후 홍 시장은 권기창 안동시장을 만나 낙동강 상류에 있는 안동지역의 댐 물을 대구로 끌어오는 방안(맑은물 하이웨이)을 논의했고, 안동시도 긍정적인 뜻을 밝혔다. 그러나, 이 문제는 김장호 구미시장의 발언 이후 결정했다기보다 이미 홍 시장이 지방선거 당시부터 안동 댐물의 식수 활용을 먼저 언급하면서 사실상 논란을 가져 온 측면이 크다는 지적이다. 

문제는 어떤 방식이든 해결 될 가능성이 있느냐의 여부다. 지금으로서는 구미시와의 화해에 따른 기존 협정 방식 채택도 어렵다는 분석이다. 그렇다고 안동댐 물을 사용한다는 홍 시장의 방식도 성사 가능성은 더욱 어려워 보인다. 

단체장이 물을 주기로 했다고는 하지만 안동시민들의 반발은 더욱 거세질 것으로 보인다. 안동 시민 뿐 아니라 대구시민들 사이에서도 구미시와의 상생 협정을 지지하는가 하면, 일부 시민단체는 안동댐으로의 취수원 이전을 환영하고 있다. 

낙동강물의 다변화 방식이든 강변여과수 활용 방식이든, 구체화되거나 확전단계인 것도 없다. 다시금 대구시 먹는 물 문제는 원점으로 되돌아왔다고 말하는 이유다.  

자동적으로 홍준표, 김장호 두 단체장에 대한 비난과 책임론이 부상하고 있다. 맑은 물 상생협정 파기의 책임이 누구에게 있느냐부터 따져 두 단체장에 책임을 짓도록 해야 한다는 주장이 나오고 있는 것,

중재자의 역할로 봐야 하는 경북도는 “대구․경북이 원팀 정신을 바탕으로 상생 발전해야 한다”는 원론 입장을 나타내며, 이달희 경제부지사를 단장으로 민․관 TF를 구성했다. 

그러면서 경북도는 18일 자료를 통해 “2019년 정부와 영남권 시․도지사들의 합의하에 구미와 임하댐을 대상으로 물 관련 전문기관의 연구․검토를 거친 결과, 구미광역취수장이 있는 구미시 해평면이 타당한 것으로 결론 났다”는 점을 강조했다.

그러면서 “민선 8기 들어 대구시가 낙동강 상류인 안동댐으로부터 물을 공급받는 방안을 검토하고 나서면서 그동안 어렵게 마련한 대구 취수원 이전 계획이 수포로 돌아가는 게 아니냐는 우려가 나오고 있다”고 덧붙였다. 경북도의 이같은 입장은 홍준표 현 대구시장을 겨냥한 우회적 불만 표시라는 해석이다. 

그러면서도 정부가 취수원 문제에 적극 나서라는 메시지를 함께 던지면서 두 단체장 및 양 도시의 갈등 상황이 재연되어서는 안된다는 점을 분명히 했다.
