16일 오후 2시 제9대 대구시의회 첫 정례회인 제295회 정례회 제2차 본회의가 개최된 가운데 김대현 대구시의원(서구1)이 도시철도 순환선 건설계획 변경의 적절성을 지적하는 시정질문에 나섰다.

이날 김대현 대구시의원은 시정 질문에 앞서 도시철도 순환선 계획과 트레인 결정 과정 등 사업경위를 설명하면서 “도시철도 순환선 건설 과정은 공청회, 시민의견 청취, 전문기관 검토와 관계기관 협의 등 다양한 과정을 거쳐 순조롭게 추진되어왔으나 홍 시장님께서 기존 차량 시스템을 변경하고 노선도 재검토 하겠다고 밝히면서 기본 계획이 전면 재검토 되었다.”고 말했다.

 그러면서 “대구시가 수년간 막대한 예산과 행정을 투입해 추진해왔던 순환선 건설 사업의 결정을 어떤 이유와 배경으로 전면 재검토해야 한다는 것인지 또 시장님이 변경하고자 하는 계획에 대해서 설명을 부탁드린다.”고 질의했다.

이에 홍준표 시장은 “트램이라는 것은 60년전 종로에서 사라진 전차”라면서 “이미 서울에서 이명박 서울 시장 때 트램을 구상하였으나 적절하지 않아 무산된 바 있다.”고 설명했다.

그러면서 “트램을 도입하는 목적은 지하철이나 지상철보다 비용이 저렴하기 때문이지 미래교통수단으로는 적절치 않다.”며 “대구는 대부분 4차선이기 때문에 트램이 설치되면 한 차선 이상을 차지하기 때문에 설치 공간도 부족하다.”고 답변했다.

그러자 김대현 의원은 홍 시장에게 답변에 대한 구체적인 전문가 의견이나 수치화 된 근거가 있는지 질문했고 홍준표 시장은 “정책이라는 것은 새로운 시각으로 봐서 폐기되어야 한다고 판단이 되면 폐기 하는 것”이라면서 “앞에 답변한 것을 잘 되새겨 보시라”고 답을 했다.

이에 김 의원은 “전임 시장이 하던 사업을 신임 시장이 바꿀 수 있지만 이전에 사업을 진행하면서 추진해온 여러 과정을 번복하셨으니 어떤 충분한 검토나 노력이 있었는지 말씀을 해주셔야하지 않나”며 불편한 기색을 내비쳤다.

김대현 의원은 “제가 시정질의에 나선 것은 도시철도 순환선이 반드시 트램으로 추진되어야 한다고 생각해서가 아니라 협의를 거쳐 진행된 정책을 변경하는 데에 있어 시민들이 이해 할 만한 이유나 배경을 알아야 한다고 생각했기 때문”이라면서 “조속한 개통을 바라는 시민들의 뜻을 헤아려주시기 바란다.”는 당부를 전했다.
