29일 경북도에 따르면 이번 사업은 커피박에 유용미생물을 섞어 축사 바닥재로 사용해 악취를 저감시키는 기술을 활용한 것으로 지역자활센터에서 수거·배송 시스템 구축 등 사업화에 적극 나서고 있다.

이를 위해 경북도는 29일 지역 지역자활센터 3개소(포항나눔·경주·영천)에 친환경 커피박 수거 차량(1억4300만원 상당) 3대를 전달했다.

경북형 커피박 재자원화 사업은 지난해 7월 전국 최초로 영천 지역자활센터에서 시범사업으로 시작했으며, 올해는 본격적인 사업 추진을 위해 도에서 자활기금사업으로 추진하고 있다.

올해 포항나눔·경주·영천 3개 지역자활센터에서 도내 커피매장(410개소)에서 수거한 월 평균 83톤(연간 1000톤 예상)의 커피박을 축사 11개소와 퇴비공장에 무상으로 제공하고 있다.

내년에는 사업의 연속성 있는 추진과 수거량 확대를 위해 도 자활기금 1억원을 투입해 커피박의 대량 집하를 위한 재자원화센터(집하장) 확보 및 수거 차량 3대를 추가 지원할 계획이다.

이를 통해 지역에서 발생하는 연간 커피박 1.5~2만톤 중 10%인 1500톤 이상을 수거해 축사 바닥재로 재자원화 될 수 있을 것으로 예상된다.

또 판로확보 부분도 기존 축사 바닥재와 비교해 최대 95% 악취저감 효과와 적정한 가격 경쟁력으로 우선적으로 축산 농가에 적극 홍보하여 판매할 계획이다.

지역자활센터는 근로능력 있는 저소득층에게 자활사업을 통한 일자리 제공과 직업교육, 취업상담 등 체계적인 자활 서비스를 추진하고 있는 사회복지시설로 경북에는 광역자활센터 1개소, 지역자활센터 20개소가 운영되고 있다.

한편, 경북보건환경연구원과 경북대학교 분자미생물학 연구팀에서 개발한 유용미생물을 커피박에 섞어 축사 바닥재로 사용해 악취를 저감시키는 기술을 개발했다.

이철우 경북도지사는 “커피박을 재자원화하는 사업은 축사악취 저감이라는 고질적인 민원 해결뿐만 아니라 취약계층의 근로 장려 자활사업과 연계함으로써 환경과 복지가 상생하는 사회적 가치가 있는 사업이다. 경북에서 주도적으로 확산시켜 나갈 수 있도록 적극 노력하겠다”고 말했다.

The Gyeongbuk-type coffee bean recycling project started as a pilot project at the Yeongcheon Regional Self-Reliance Center for the first time in the country in July last year.

This year, 83 tons per month (expected to be 1,000 tons per year) coffee beans collected from coffee shops (410 locations) in the province from three regional self-help centers in Pohang, Gyeongju, and Yeongcheon are being provided free of charge to 11 livestock houses and composting plants.

Next year, the government plans to invest 100 million won in self-sufficiency funds to secure a recycling center for mass collection of coffee beans and provide additional support for three collection vehicles for the continuity of the project and expansion of the collection volume.

Through this, it is expected that more than 1,500 tons, or 10%, of the 1.5~20,000 tons of coffee beans generated annually in the region can be collected and reused as flooring materials for livestock houses.

In addition, it plans to actively promote and sell livestock farms first with the effect of reducing odors by up to 95% compared to the existing livestock barn flooring and reasonable price competitiveness in securing a market.

Local self-support centers are social welfare facilities that provide jobs through self-support projects to low-income people with working ability, and provide systematic self-sufficiency services such as vocational education and employment counseling.

Meanwhile, the Gyeongbuk Institute for Health and Environment and the Molecular Microbiology Research Team of Kyungpook National University have developed a technology to reduce odors by mixing useful microorganisms with coffee grounds and using them as a flooring material.

Gyeongsangbuk-do Governor Lee Cheol-woo said, “The business of recycling coffee beans is a project with social value in which the environment and welfare coexist by not only resolving chronic complaints about reducing the odor of livestock, but also linking it with the self-sufficiency project to encourage work for the underprivileged. We will make an active effort so that we can take the initiative in spreading it in North Gyeongsang Province,” he said.
