 대구시의회에 해당 조례안 유보를 촉구했던 대구참여연대는 이날 건설교통위원회 안건심사 직전 진행한 1인 시위와 상임위 방청으로 다시금 자신들의 입장 표명에 나섰다.

이들은 “홍준표 시장의 비민주적 일방 독주, 초고령화 시대에 역행하는 복지 축소, 옳지 않은 정책을 위해 법령까지 위반하는 행위를 용인하고 동참해서는 안된다.”고 목소리를 높이며 임시회가 폐회되는 24일까지 1인 시위를 이어가겠다는 계획을 밝혔다.

이날 행동에 나선 대구참여연대 뿐만 아니라 정의당 대구시당과 우리복지시민연합도 해당 조례안의 문제점을 지적하며 대구시에 안건 철회를 촉구했다.

이들은 노인복지법 제26조에 경로우대의 나이를 65세 이상으로 정한다고 명시되어있지만 대구시가 65세부터가 아니라 이상으로 되어있고 강행 규정이 아니라고 해석한 것은 법률 위반의 소지가 있음을 꼬집었다.

현재 보건복지부는 이와 관련한 유권해석을 법제처에 의뢰하여 결과를 기다리는 상태로 알려진다.

아울러 정의당 대구시당은 “대구시의 조례개정안 추진은 법령에 대한 아전인수식 해석에 불과하다.”며 “이와 같은 정책결정이 순전히 단체장 한 명의 판단으로 좌지우지되어서는 안 된다.”고 비판했다.
