대구시는 정책토론청구인 수를 300명에서 1,500명으로 기존보다 5배 늘리고, 청구대상 제외에 해당 사무처리 종료일로부터 2년이 지난 사항을 신설하는 등의 내용을 담은 ‘대구시 정책토론청구에 관한 조례 일부개정조례안’을 20일 입법예고했다.

이 조례는 지난 2007년 대구참여연대 등 시민단체들이 시정혁신기구의 설치를 제안하고, 대구시가 이를 수용하여 시 공무원, 각계 전문가, 시민단체 인사 등이 참여하는 ‘시정혁신기획단’을 설치, 2008년 3월 제정되었다. 

대구참여연대, 우리복지연합은 20일 성명서를 내고 "대구시의 시민정책토론청구 무력화하는 조례안을 철폐하라"고 밝혔다.

그러면서 "1년에 기껏해야 1~2건, 많아야 3건 정도 되는 정책토론청구를 행정력 낭비라고 하는 것은 참으로 우사스러운 개정 사유"라며"대구시는 행정력 낭비 운운하기보다 왜 정책토론회가 활성화되지 못했는지를 먼저 고민해야한다."고 지적했다.

이어 "토론회 때문에 논쟁이 과열되고 그로 인해 갈등이 심화되거나 대구시 정책추진에 큰 문제가 발생한 적이 없다."며" 청구인 수를 1,500명까지로 높이는 등의 방안은 사실상 이 정책을 폐지하는 것이나 다름없다."고 말했다.

단체는 “시민 참여 위원회나 공론장을 불필요한 행정력 낭비로 인식하는, 민주주의를 싫어하고, 토론을 기피하는 홍준표 시장의 권위주의 행정의 발로”라며 “대구시정에서 ‘시민, 참여, 자치’가 사라지고 있다. 단체자치와 주민자치라는 지방자치의 두 측면 중 주민자치가 실종되고 있는 것이다. 대구시는 시민토론청구 무력화하는 조례안을 철회하라”고 촉구했다.
