윤석열 대통령이 4일 기재 최상목·국토 박상우·보훈 강정애·농림 송미령·해수 강도형·중소 오영주 등 내년 집권 3년차에 앞서 '2기 체제' 출범을 위한 1차 중폭 개각을 단행했다.

집권 후 중폭 개각은 처음인 가운데 현재진행형인 윤석열 정부의 집권 3년차 '2기 체제'의 구체적 개각 윤곽이 드러난 형국이다. 앞서 윤 대통령은 용산 대통령실 시스템(3실-6수석) 및 수석비서관급 주요 참모진 개편을 마무리했다.

물가 안정 등 민생경제 챙기기·신성장 동력 확보 등 정책 중심 국정과제 이행을 가속화하겠다는 윤 대통령 의중이 드러난 인사로 보인다. 총선 출마 장관들에게 길을 열어주면서 정책 능력이 우선된 전문가들로 교체해 속도전을 펼치겠다는 의중인 가운데 새 경제라인이 모두 정통 관료인 점에서도 엿보인다.

윤 대통령은 이날 신임 기획재정부 장관 후보자로 최상목 전 대통령실 경제수석,  국토교통부 장관 후보자에 박상우 전 한국토지주택공사(LH) 사장, 국가보훈부 장관 후보자에 강정애 전 숙명여대 총장, 농림축산식품부 장관 후보자에 송미령 한국농촌경제연구원 선임연구위원, 해양수산부 장관 후보자에 강도형 한국해양과학기술원장, 중소벤처기업부 장관 후보자에 오영주 현 외교부 2차관을 지명했다.

최상목 경제부총리 후보자는 서울대 법대 졸업 후 미 코넬대에서 경제학 석·박사 학위를 받았고, 행정고시 29회로 공직에 입문해 대통령실 경제금융비서관·기재부 제1차관 등을 거친 '정통 경제 관료' 출신으러 현 정부 초대 경제수석을 맡았다.

박상우 국토부 장관 후보자는 고려대 행정학과 졸업 후 미 조지워싱턴대·서울대·가천대에서 각각 도시지역계획·행정학 석사·공학 박사를 받았다. 국토부 건설정책관·국토정책국장·기조실장 등을 거쳤고 지난 박근혜·이명박 정부 주요 부동산 정책에 깊게 관여한 도시정책 전문가다.

윤 대통령은 내년 4월 총선에 앞서 19개 부처 중 10명 안팎 장관을 교체한다는 방침인 가운데 연말 추가 개각은 예정된 네덜란드 국빈 방문(12월 11∼14일) 이후 이뤄질 전망으로 법무장관·국가정보원장·방송통신위원장 등을 지명할 것으로 보인다.
