윤석열 대통령, 기재 최상목·국토 박상우 등 '2기 1차 중폭 개각' 단행
용산·내각 2기 구체적 윤곽..정책 능력 우선 전문가들로 교체 민생·신성장 동력 속도전 의중
집권 후 중폭 개각은 처음인 가운데 현재진행형인 윤석열 정부의 집권 3년차 '2기 체제'의 구체적 개각 윤곽이 드러난 형국이다. 앞서 윤 대통령은 용산 대통령실 시스템(3실-6수석) 및 수석비서관급 주요 참모진 개편을 마무리했다.
물가 안정 등 민생경제 챙기기·신성장 동력 확보 등 정책 중심 국정과제 이행을 가속화하겠다는 윤 대통령 의중이 드러난 인사로 보인다. 총선 출마 장관들에게 길을 열어주면서 정책 능력이 우선된 전문가들로 교체해 속도전을 펼치겠다는 의중인 가운데 새 경제라인이 모두 정통 관료인 점에서도 엿보인다.
김대기 비서실장은 이날 용산 대통령실 브리핑에서 2기 1차 개각안을 전했다.
윤 대통령은 이날 신임 기획재정부 장관 후보자로 최상목 전 대통령실 경제수석, 국토교통부 장관 후보자에 박상우 전 한국토지주택공사(LH) 사장, 국가보훈부 장관 후보자에 강정애 전 숙명여대 총장, 농림축산식품부 장관 후보자에 송미령 한국농촌경제연구원 선임연구위원, 해양수산부 장관 후보자에 강도형 한국해양과학기술원장, 중소벤처기업부 장관 후보자에 오영주 현 외교부 2차관을 지명했다.
최상목 경제부총리 후보자는 서울대 법대 졸업 후 미 코넬대에서 경제학 석·박사 학위를 받았고, 행정고시 29회로 공직에 입문해 대통령실 경제금융비서관·기재부 제1차관 등을 거친 '정통 경제 관료' 출신으러 현 정부 초대 경제수석을 맡았다.
박상우 국토부 장관 후보자는 고려대 행정학과 졸업 후 미 조지워싱턴대·서울대·가천대에서 각각 도시지역계획·행정학 석사·공학 박사를 받았다. 국토부 건설정책관·국토정책국장·기조실장 등을 거쳤고 지난 박근혜·이명박 정부 주요 부동산 정책에 깊게 관여한 도시정책 전문가다.
강정애 보훈부 장관 후보자는 숙명여대 경영학과 졸업 후 파리1대학 대학원에서 인적자원경제학 박사 학위를 받았다. 강 후보자 부친(강갑신)은 6·25 참전 용사로 무공훈장을 받은 국가유공자로 시할아버지는 독립운동가이자 초대 50사단장을 지냈던 백인 권준 장군이다.
송미령 농식품부 장관 후보자는 이화여대 정치외교학과 졸업 후 서울대에서 도시계획학 석사·행정학 박사 학위를 받았고 국내 농촌 지역개발사업 분야 최고 전문가로 꼽힌다.
강도형 해수부 장관 후보자는 해양수산 분야 권위자로 꼽히며 오영주 중기부 장관 후보자 경우 외교부 개발협력국장·주베트남 대사·외교부 2차관 등을 거치며 국내 중소기업 해외 진출에 적극 기여했다는 평가다.
윤 대통령은 내년 4월 총선에 앞서 19개 부처 중 10명 안팎 장관을 교체한다는 방침인 가운데 연말 추가 개각은 예정된 네덜란드 국빈 방문(12월 11∼14일) 이후 이뤄질 전망으로 법무장관·국가정보원장·방송통신위원장 등을 지명할 것으로 보인다.

While this is the first major cabinet reshuffle since coming to power, the detailed outlines of the ongoing 'second-term system' of the Yoon Seok-yeol government, which has been in power for three years, have been revealed. Previously, President Yoon completed the reorganization of the Yongsan Presidential Office system (3 offices - 6 senior secretaries) and key staff at the senior secretary level.
This appointment appears to reveal President Yoon's intention to accelerate the implementation of policy-oriented national tasks such as stabilizing prices, taking care of the people's economy, and securing new growth engines. It is also evident that the new economic line is all orthodox bureaucrats, with the intention to open the way for ministers running in the general election and replace them with experts with priority on policy ability.

On this day, President Yoon announced that Choi Sang-mok, former Senior Economic Secretary to the President's Office, is a candidate for the new Minister of Strategy and Finance, Park Sang-woo, former CEO of Korea Land and Housing Corporation (LH), is a candidate for the Minister of Land, Infrastructure and Transport, former President Kang Jeong-ae of Sookmyung Women's University is a candidate for the Minister of Patriots and Veterans Affairs, and is a candidate for the Minister of Agriculture, Food and Rural Affairs. Song Mi-ryeong, senior research fellow at the Korea Rural Economic Institute, Kang Do-hyung, director of the Korea Institute of Ocean Science and Technology, was nominated as the candidate for Minister of Oceans and Fisheries, and Oh Young-joo, the current second vice minister of foreign affairs, was nominated as the candidate for Minister of SMEs and Startups.
Candidate Choi Sang-mok, Deputy Prime Minister for Economic Affairs, graduated from Seoul National University Law School and received a master's and doctoral degree in economics from Cornell University. He entered public service after taking the 29th civil service examination and is a former 'orthodox economic bureaucrat' who served as the Secretary for Economic and Financial Affairs in the President's Office and the First Vice Minister of Strategy and Finance. He served as the government's first senior secretary for economic affairs.
Park Sang-woo, candidate for Minister of Land, Infrastructure and Transport, graduated from Korea University's Department of Public Administration and received master's degrees in urban and regional planning and public administration, and doctoral degrees in engineering from George Washington University, Seoul National University, and Gachon University, respectively. He served as the Construction Policy Director of the Ministry of Land, Infrastructure and Transport, Director of Land Policy, and Director of Keynote Affairs, and is an urban policy expert who was deeply involved in major real estate policies of the past Park Geun-hye and Lee Myung-bak administrations.
Kang Jeong-ae, candidate for Minister of Veterans Affairs, graduated from the Department of Business Administration at Sookmyung Women's University and received a doctorate in human resource economics from the Graduate School of the University of Paris 1. Candidate Kang's father (Kang Gap-shin) was a veteran of the Korean War and received the Military Merit Medal, and his grandfather-in-law is General Kwon Jun, a white man who was an independence activist and served as the first commander of the 50th Division.
Song Mi-ryeong, candidate for Minister of Agriculture, Food and Rural Affairs, graduated from the Department of Political Science and Diplomacy at Ewha Womans University, received a master's degree in urban planning and a doctorate in public administration from Seoul National University, and is considered a top expert in the field of rural development projects in Korea.
Candidate Kang Do-hyeong for Minister of Oceans and Fisheries is considered an authority in the field of maritime affairs and fisheries, and Oh Young-joo, candidate for Minister of SMEs and Startups, is evaluated as having actively contributed to the overseas expansion of domestic small and medium-sized enterprises by serving as Director of Development Cooperation at the Ministry of Foreign Affairs, Ambassador to Vietnam, and Second Vice Minister of Foreign Affairs.
President Yoon plans to replace about 10 ministers out of 19 ministries ahead of the general election in April next year, and additional cabinet reshuffle at the end of the year is expected to take place after the scheduled state visit to the Netherlands (December 11 to 14). It is expected that the Chairman of the Korea Communications Commission will be appointed.
