일선 병원에서는 의사들의 피로도가 누적되고 있다. 그들에게 쉼이 필요하지만, 현실은 쉼이란 것을 허용하지 않고 있다. 의사 스스로가 환자가 될 시점이 다가오고 있는 것이다.

일반 민간 사립병원의 경영난은 악화일로다. 조만간 지역의 사립병원 중 일부가 제 기능을 하지 못하고 업무가 중단될 것이란 전망도 나오고 있다.

이보다 더 심각한 것은 수많은 사회적 갈등과 문제에도 불구하고 정부나 의료계가 소통하지 않는 데 있다. 자신들의 주장만 되풀이할 뿐, 국민들이 납득할 만한 대안은 하나도 제시되지 못하고 있다.

이상호 대구시의사회 수석 부회장은 29일 아침 아시아포럼21 릴레이정책 토론회에 참석해 의료계와 정부 사이의 간극에 대하여 설명했다. 그동안 잘 알지 못했던 의료계의 실정과 불편한 진실 등이 이날 화두로 올랐다. 

의료계를 대변하게 된 이상호 부의장은 “우리의 의료 체계에 대한 합의는 같은 비용으로 김사부같은 의사로 국민들의 건강을 지켜낼 것이야, 아니면 돌파리 같은 의사 5천 명으로 지킬 것이냐를 선택해야 하는 상황”이라고 설명했다. 그는 “우리나라 의료 클라스는 세계 탑의 위치에 있다”고 덧붙였다. 인재 배출을 위한 교육에 필요한 병원, 교육자, 환자 등 반드시 필요한 의학교육 인프라를 구비하지 않고 무조건 인원만 늘리다 보면 의료서비스 질은 낮아질 수밖에 없다는 의미로 풀이된다.

절차성 정당성에 있어서도 우리의 학칙을 들어 설명하며 “입시, 학칙 개정 등의 절차가 필요한 사항인데, 이러한 절차를 철저하게 무시하고 일방적으로 추진 발표하고 있다”고 비판했다.

회의가 무르익으면서 지역에 소재한 병원과 지방이 겪고 있는 의료 인력 구인난으로 자연스럽게 화두가 옮겨졌다. 그는 “정말 위험한 상황은 개인 병원의 파업 참여”라며 “이분들이 참여하게 되면 응급실이 난리 나고, 사실상 그때는 의료서비스가 중단될 수밖에 없다.”고 강조했다. 특히 지역 병원의 경영난이 심각해지고 있음을 지적하면서 “국립대 병원은 그나마 나은 상황이지만, 대구의 000병원 같은 민간 병원은 올여름 의료기능이 어려워질 수 있다”고 우려를 나타냈다.

지방의 공중 의료, 특히 소아청소년과나 산부인과 등과 같이 의사 집단 내에서도 3D 분야로 분류되는 쪽 의사들이 지방에서 근무하기를 꺼리는 것.을 포함한 지방 공중 의료에 대하여는  깊은 우려와 함께 정부가 의사회 제안을 받아들여야 한다고 사석을 통해 밝혔다.

그는 또, 정부의 전공의 복귀 시한 연장은 아무런 의미가 없는 것, 정부가 시간을 벌기 위한 것이라며 전공의들이 복귀하지 않을 것이라고 했다. 그러면서 “의료계 내부에서도 그동안 증원 문제를 논의해 왔던 게 사실”이라며 “정부가 350~500명 사이의 증원을 제시했다라면, 의료계에서도 받아들일 수밖에 없었을 것”이라고 강조했다. 이어 “정부는 그동안 의료법 등 의료 정책을 추진하면서 몇 번의 신뢰를 깨뜨린 바 있다. 이번 증원 논란은 결국 정부와 의료계간의 신뢰만 무너뜨린 꼴이 되고 있다. 단 한 사람만 고집을 꺾으면 되는 일을 너무 많은 낭비와 희생을 치르고 있다”고 강조했다.

그러면서 “한 분의 고집을 포기할 수 있도록 국민과 언론인분들이 설득해 주셔서 대한민국의 의료가 바로 갈 수 있도록 해주시기를 부탁드린다”고 말했다.
