9일 포항시에 따르면 시는 호우주의보가 발효된 8일 밤 11시 30분 비상 1단계 근무를 실시, 읍면동과 시청 전 부서 2명 이상 근무를 실시했다. 이어 9일 오전 0시 40분 호우경보가 발효된 즉시 읍면동 포함 전부서 1/3 비상근무에 돌입하며 급경사지, 산사태 우려 지역 등에 대한 긴급 점검을 실시했다.
