【브레이크뉴스 포항】박영재 기자=포항시는 25일 시청 대회의실에서 ‘급변하는 세계, 환동해의 확장 : 얼음을 뚫고 북극을 열다’를 주제로 ‘제12회 환동해 국제심포지엄’을 개최했다고 밝혔다.

시에 따르면 영남일보와 경희대학교 국제지역연구원 주관으로 열린 이날 심포지엄은 이강덕 포항시장과 김일만 포항시의회 의장, 국내외 전문가 등이 참석한 가운데 진행됐다.

이번 심포지엄은 급변하는 국제정세 속에서 환동해 중심도시로 성장하기 위한 포항의 새로운 성장전략을 제시하고, 북극 항로 개척을 통한 환동해 확장 전략의 필요성과 협력 방안을 논의하기 위해 마련됐다.

기조 강연을 맡은 신형철 극지연구소장은 항로 단축, 어업구역 증대 등 북극해 빙하 해빙에 따른 긍정적 기대효과를 설명하며, 북극 개발 및 항로 개설에 대해 적극적인 투자에 나서야 한다고 강조했다.

이어 제이콥 이스보셋센(Jacob Isbosethsen) 중국 주재 그린란드 대표는 그린란드와 북극이라는 주제로 그린란드의 해양 생태계 변화를 소개하고 북극 개발에 대한 국가 간 보존과 공동개발에 대한 논의가 반드시 이뤄져야 한다고 했다.

리민동 중국해양대학 교수는 지난 2007년부터 중국에서 추진 중인 북극정책에 대해 설명하고, 자원개발 등 공동의 이익을 위해 한국과 중국이 거버넌스를 구축해 북극 개발에 나서야 한다고 강조했다.

김기태 영산대학교 교수는 러시아의 북극해항로 활용과 철광석, 펄프 등 수출입, 삼척LNG 도입 등 동해와 북극항로의 경제적 활용에 대해 설명했으며, 서현교 극지연구협력센터장은 북극경제이사회 활동과 북극 지자체장 포럼과의 협력 등 포항시의 북극 경제 참여 방안을 제안했다.

주제발표에 이어 배규성 배재대학교 교수를 좌장으로 김정훈 한국-시베리아센터 소장, 김민수 한국해양수산개발원 본부장, 최수범 인천대 북방물류 교육협력 및 인력양성사업단 부단장, 김진홍 전 한국은행 포항본부 부국장 등이 토론자로 나서 포항 영일만항의 지리적 이점을 통한 북극항로 개척과 발전 전략에 대해 함께 공유하는 자리를 가졌다.

이강덕 포항시장은 “기후변화에 따라 2030년이면 본격적인 북극항로 시대가 열릴 것으로 전망된다”며, “북극항로 최전진기지인 영일만항을 물류 허브항으로 구축하고, 포항을 환동해 경제권 허브 도시로 육성할 수 있도록 인프라 조성에 최선을 다하겠다”고 말했다.
