29일 제311회 임시회 제2차 본회의에서 5분 자유발언을 한 윤권근 의원은 이주·정착 10년을 넘긴 대구혁신도시 이전공공기관의 지역사회에 대한 책임과 역할을 조명했다.

현재 전국에는 10곳의 혁신도시가 조성되어있으며 대구에는 한국가스공사를 비롯한 12개 기관이 동구 혁신동에 자리 잡고 있다.

그러나 대구혁신도시에 있는 기관들이 지역사회에 대한 기여나 역할을 충실히 하지 않고 있다는 목소리가 지속적으로 나오고 있다.

특히 지방대학교와 지역 소멸 문제가 가속화되면서 지역인재 의무채용에 대한 중요성이 더욱 대두되고 있지만 대구지역 이전 공공기관은 시행령에서 예외가 인정되는 ‘모집단위 5인 이하, 경력직 및 연구직 채용’ 등의 방법을 상대적으로 많이 시행하고 있어 실질적 지역인재 채용률 상승에는 도움이 되지 않는 것으로 나타났다. 

이에 윤권근 의원은 “공공기관들의 이같은 태도는 제도의 취지를 무색하게 만드는 문제”라며 “지역인재 의무채용 제도는 규범력이 부족해 청년들의 수도권 유출을 막는데 한계가 있어 문제점을 개선하는 시행령 개정이 이뤄져야한다”고 주장했다.

또한 대구시와 공공기관이 자율적으로 정한 지역물품 우선구매 목표비율이 터무니없이 낮다는 점도 문제로 지적됐다.

현재 대구시 공공기관의 지역물품 우선구매 목표비율은 6.5%으로 타 지역의 혁신도시 상황과 비교했을 때 상당히 초라한 숫자임이 드러났다.

윤 의원은 “2023년 실적은 10%에도 채 미치지 못하고 있으며, 지역 인쇄업체 이용 저조, 지방은행이었던 대구은행과의 거래실적 미비 등 이전공공기관의 지역상생의지는 어디에서도 찾아볼 수 없다“고 꼬집었다.

그러면서 “대구시와 공공기관은 지역생산 우선구매 목표비율을 협의해 상향하고 이를 지키도록 해야한다”고 촉구했다.

아울러 윤 의원은 “이들 공공기관이 지역으로 내려온 소명 의식을 되새겨 지역 사회에 보다 책임 있는 역할을 해야 한다”며 “이전공공기관이 지역에서 더욱 성장·발전하고, 그 과실은 지역민과 함께 나누는 성숙한 모습을 보여주기를 바란다”고 당부했다.

In response, Rep. Yoon Kwon-geun argued, “This attitude of public institutions is a problem that makes the purpose of the system meaningless,” and “The mandatory recruitment system of local talent lacks normative power, so it has limitations in preventing young people from leaving the metropolitan area. Therefore, the enforcement ordinance should be revised to improve the problem.”

In addition, the unreasonably low target ratio for priority purchase of local products set by Daegu City and public institutions was also pointed out as a problem.

The current target ratio for priority purchase of local products by public institutions in Daegu City is 6.5%, which is a very poor number compared to the situation of innovation cities in other regions.

Rep. Yoon criticized, “The 2023 performance is less than 10%, and the will of the former public institutions to coexist with the region is nowhere to be found, such as the low use of local printing companies and the lack of transaction performance with Daegu Bank, which was a local bank.”

He urged, “Daegu City and public institutions should discuss and raise the target ratio for priority purchases for local production and maintain it.”

In addition, Rep. Yoon said, “These public institutions should remember their sense of mission that came down to the region and play a more responsible role in the local community,” and “I hope that the former public institutions will show a mature appearance of growing and developing further in the region and sharing the fruits with local residents.”
