29일 이인선 의원은 ‘성폭력방지 및 피해자보호 등에 관한 법률’일부개정법률안을 대표 발의했다.

이 위원장은 경제적 여력이 부족한 저연령층 피해자가 대부분인 디지털 성범죄가 급증하고 있는 만큼 국가의 책무를 강화하고 피해자에 대한 경제적 지원이 가능하도록 하는 내용을 개정안에 담았다.

또한 국내 유일한 디지털 성범죄 피해자 지원기관인 디지털성범죄피해자지원센터의 법적근거를 명확히 해 국가적 대응을 강화하도록 했다. 

불법·허위 촬영물 등과 함께 피해자의 성명, 나이, 사진 등 인적사항이 유포되어 2차 피해가 발생하는 것을 예방하기 위해 피해자를 특정해 파악할 수 있게 하는 인적사항과 사진 등을 지원기관이 삭제할 수 있는 조항 도 추가했다.

아울러 국가만 디지털 성범죄 피해자 지원하는 것이 아니라 지방자치단체도 수행하도록 해 피해자를 두텁고 신속하게 지원하도록 했다.

이인선 위원장은 “최근의 딥페이크 기술을 악용한 범죄의 심각성은 특정 개인의 문제가 아니라 우리사회 전체가 직면한 중대한 위협”이라며 “디지털 성범죄 피해자를 폭넓게 지원하는 내용을 충실하게 담아낸 개정안을 발의했다”고 말했다.

In order to prevent secondary damage from occurring due to the distribution of personal information such as victims’ names, ages, and photos along with illegal and fake videos, a provision was added that allows support organizations to delete personal information and photos that can identify victims.

In addition, we have decided to provide support to victims of digital sex crimes not only by the state but also by local governments, so that we can provide thick and quick support to victims.

Chairperson Lee In-seon said, “The severity of recent crimes using deepfake technology is not a problem of a specific individual, but a serious threat facing our entire society,” and “We have proposed a revision that faithfully includes content to broadly support victims of digital sex crimes.”
