【브레이크뉴스 대구】이성현 기자=1991년 시작된 대구광역시의회 1대부터 현재 9대까지 대구시의원 중 비리에 연루된 의원이 24명, 이 중 14명은 임기 중에 사직(퇴)한 것으로 나타났다. 또, 2명은 임기 만료 후 형이 확정되었고, 8명은 의원직을 유지하면서 벌금형을, 공직선거에 출마하기 위해 27명의 의원은 의원직을 사퇴했다. 

이는 우리복지시민연합이 대구시의회에 행정정보 청구해 받은 1대에서 9대까지의 ‘대구시의회 의원 임기 내 비리 및 사직(퇴) 현황’(2024.8.20.)에서 밝혀졌다. 

이같은 자료를 토대로 최종 검토 결과, 임기 중 비리와 출마 등으로 41명이 임기 중에 사직(퇴)했고, 10명은 비리가 있었음에도 의원직을 유지했다.

임기 내 비리와 연루된 24명 중 기소 재판 중에 4명이 사퇴하고, 형 확정으로 10명이 사직해 14명이 사직(퇴)했다. 비리와 연루된 의원이 1-2대는 없었지만, 3대부터 9대까지 끊이지 않고 있다. 3대 5명(2명 사직), 4대 7명(3명 사직), 5대 1명(1명 사직), 6대 3명(3명 사직), 7대 5명(2명 사직), 8대 2명(2명 사직), 그리고 현직인 9대에서는 지난 3월 전태선 의원이 공직선거법 위반으로 형이 확정되어 의원직을 사직했다. 

비리 유형으로는 공직선거법 위반이 가장 많았고 정치자금법 위반, 특정범죄 가중처벌법 위반, 배임, 뇌물공여, 직권남용 등 다양했다.  

우리복지시민연합은 “집행부를 견제하고 감시해야 할 지방의원들의 일탈 행위와 비리는 불신을 자초하며 지방의회의 위상을 추락시키는 주요한 요인으로, 현재 9대 대구시의회는 비리에 연루된 의원이 현재까지 1명뿐이지만, 집행부 거수기라는 강한 비판을 받고 있어 지난 2년 넘게 대구시의회가 집행부를 잘 감시하고 견제하며 의회의 본분을 다했다고 할 수 있는지 의문”이라면서 “ 비리와 일탈 행위는 앞으로 당연히 없어야 하겠지만, 집행부 거수기 평가를 계속 받는다면 지방의원의 기본 책무를 다하고 있다고 할 수 없음을 대구시의회는 명심해야 한다”고 강조했다.

Five members (two resigned) in the 3rd term, seven members (three resigned), one member (one resigned) in the 4th term, three members (three resigned), five members (two resigned) in the 7th term, two members (two resigned) in the 8th term, and in the 9th term, the incumbent member Jeon Tae-seon resigned from his position in March after his sentence was confirmed for violating the Public Official Election Act.

The most common type of corruption was violation of the Public Official Election Act, followed by various other types, including violations of the Political Funds Act, violations of the Aggravated Punishment Act for Specific Crimes, breach of trust, bribery, and abuse of power.

The Citizens' Coalition for Welfare stated, "The misconduct and corruption of local council members, who are supposed to keep the executive branch in check and watch, are major factors in inviting distrust and damaging the status of local councils. Although the current 9th Daegu City Council has only had one council member involved in corruption so far, it is being strongly criticized as a puppet for the executive branch. It is questionable whether the Daegu City Council has been able to properly keep the executive branch in check and watch over it and fulfill its duties as a council for the past two years." They emphasized, "Corruption and deviant acts should naturally not occur in the future, but the Daegu City Council should keep in mind that it cannot be said to be fulfilling its basic responsibilities as a local council member if it continues to be evaluated as a puppet for the executive branch."
