이들은 지방행정 체제 개편의 고려 사항으로 ‘행정 기능’, ‘행정 계층’, ‘행정 구역’ 세 가지를 꼽으며 “기초단체는 그대로 둔 채 광역단체장 자리만 하나 줄이겠다는 행정통합은 정말이지 듣도 보도 못한 기이한 행정통합”이라고 비판했다.

그러면서 “TK행정통합은 광역단체장의 권한 통제, 지방의회 힘 강화, 제 정당과 시민사회의 감시와 참여라는 전제 조건하에 관문형 의사결정 모델을 만들고 공론화위원회를 구성한 후, 최종 주민투표로 통합을 완료해야 모두가 환영하는 행정통합이 될 것”이라고 강조했다.
