POSCO Holdings Completes Phase 1 of Argentina Brine Lithium Plant... Contributes to Stabilization of Domestic Lithium Supply Chain
POSCO Holdings has completed construction of a plant capable of producing lithium hydroxide for secondary battery materials in an overseas lithium brine for the first time among domestic companies, achieving results in stabilizing the domestic supply chain and leaping toward becoming a global top-tier company in the materials sector amid steady investment in the raw materials sector.
POSCO Holdings announced on the 28th that it held a completion ceremony for a lithium hydroxide plant with an annual production capacity of 25,000 tons in Guemes City, Salta Province, Argentina on the 24th (local time).
This is the completion of the first phase of a total three-phase project planned by POSCO Holdings, utilizing brine from a lithium brine lake in Argentina where it holds 100% of the mining rights, and applying its own lithium extraction technology.
The completion ceremony was attended by POSCO Group officials, including POSCO Holdings Secondary Battery Materials General Manager Kim Jun-hyung, Investment Engineering Team Leader Hwang Chang-hwan, and POSCO Argentina Corporation President Kim Gwang-bok, as well as Salta Governor Gustavo Saenz, Catamarca Governor Raul Jalil, Jujuy Governor Carlos Sadir, Argentina Mining Vice Minister Luis Lucero, and Argentina Ambassador to Korea Lee Yong-soo.
Lithium hydroxide is the main raw material for cathode materials, which are key secondary battery materials used in electric vehicles, and is the starting point of the POSCO Group's secondary battery materials business full value chain, which leads to <lithium-cathode-recycling>, and is also an axis of business competitiveness. POSCO Group plans to secure brine and ore lithium raw materials stably through its ownership and stake in overseas salt lakes and mines, and contribute to the stabilization of the domestic key mineral supply chain by producing lithium hydroxide at domestic and overseas business sites. At the same time, it plans to strengthen its position as a global lithium supplier by establishing a secondary battery material business portfolio that can respond to various conditions of demand, such as the IRA in the US.
With the completion of the local brine lithium plant in Argentina, POSCO Holdings will now have a production system for a total of 46,500 tons of lithium hydroxide for secondary battery materials from both brine and ore resources, including the 21,500-ton ore lithium-based lithium hydroxide plant of POSCO Pilbara Lithium Solution currently in operation in the Yulchon Industrial Complex in Gwangyang, Jeollanam-do.
In his commemorative speech, CEO Kim Jun-hyung said, “The completion of this lithium plant is an important first step for POSCO Group to produce high value-added lithium in Argentina, and through follow-up projects, POSCO Group will establish itself as a leader in the global lithium industry.”
In 2018, POSCO Holdings acquired the mining rights for the Hombre Muerto salt lake in Salta Province, Argentina, and established a local corporation, POSCO Argentina, as a 100% subsidiary. Immediately after acquiring the salt lake mining rights, additional exploration was conducted to confirm lithium reserves of 13.5 million tons in terms of lithium carbonate, which is about six times the estimated 2.2 million tons at the time of acquisition.
After that, after salt lake exploration and demo plant operation, the company invested about 830 million dollars in 2022 to start construction of the upper and lower processes of <Brine Lithium Phase 1>. The first stage of the brine lithium plant is located in a salt lake at an altitude of 4,000 meters above sea level in Salta Province, producing lithium phosphate from brine, and the lower stage, located in the lowlands of Guemes City in Salta Province, converts lithium phosphate into lithium hydroxide.
The first stage of the brine lithium plant has the advantage of low maintenance costs as it can recover and reuse secondary raw materials required for production by applying lithium extraction technology independently developed by POSCO Group.

The 25,000 tons of lithium hydroxide that POSCO Holdings' first stage of the brine lithium plant can produce annually is enough to produce about 600,000 electric vehicles, making it the first commercial lithium hydroxide production plant in Argentina and the largest in terms of production capacity for a single company in all of South America. In addition, the construction process created more than 4,800 jobs and contributed to the development of the local economy by involving more than 60 local partners.
Following the completion of the first stage of the brine lithium plant, POSCO Holdings is currently investing about KRW 1 trillion to construct the second stage of the brine lithium plant in Argentina with an annual capacity of 25,000 tons, with the goal of completion in the second half of 2025. In addition, the strategy is to invest in the third stage of the brine lithium plant with an annual capacity of 50,000 tons in a timely manner to secure a total brine lithium production capacity of 100,000 tons.
In addition, POSCO Holdings is planning to complete the second plant of the same size by 2024, following the completion of the first stage of the POSCO Pilbara Lithium Solution ore lithium plant with an annual capacity of 21,500 tons, which was completed in November 2023 and is currently in operation, and is thus on the verge of completing a 43,000-ton lithium hydroxide system based on ore lithium.
Meanwhile, POSCO Holdings plans to proceed with investment in raw materials such as lithium as planned in order to preempt growth markets from a long-term perspective despite the slump in the electric vehicle market due to the chasm as part of its 7 major future innovation tasks of ‘Securing Core Competitiveness in Secondary Battery Materials Business’.
