먼저, 성장동력 확보를 위한 울진 원자력수소 국가산업단지 건설의 선제적 추진과 제안 20개월만에 거둔 예비타당성 면제의 성과에 대해 군민과 의회의 지지에 감사를 표했으며, 수소도시 조성사업, 예비 수소특화단지 등 국가산단에 큰 도움이 될 추가 사업의 선정과 관광대도약을 위한 기반 조성, 농림수산업 대전환 추진, 소상공인 지원 등의 실적을 설명했다.

또한 정주여건 개선을 위한 각종 공모사업 선정, 남울진국민체육센터 개관, 신흥~삼산간 군도17호선 개통, 행복경로당 공동취사제 확대 등 군민 중심의 군정 성과를 분야별로 설명했다.

2025년 군정 운영 방향으로는 △미래 주도 사업 선점, △울진 관광 대도약, △기반산업의 대전환, △스포츠 르네상스 시대 구현, △섬김으로 여는 군민 안전·복지의 5개 분야를 제시했다.

먼저, 미래 성장동력이 될 미래 주도사업 선점을 위해, 추진중인 원자력수소 국가산업단지 향후 과제와 신한울 3,4호기 본격 착수에 따른 지역경제 활성화 연계 계획을 설명하였고, 천만관광객 유치를 위한 울진 관광대도약을 준비하며, 체류형 관광명소, 철도개통에 따른 관광상품 준비, 걷기명소와 거점형 관광명소 등을 조성하겠다고 밝혔다.

농림수산업 대전환의 지속 추진과 소상공인 지원, 전통시장, 지역일자리 활성화를 추진하며, 울진 실내체육관 건립 등 전 군민이 즐기는 스포츠 인프라와, 전지훈련 유치 등의 스포츠 르네상스시대 준비에 대해 설명했다.

아울러 저출생·지방소멸 대책 마련, 정주하기 좋은 환경개선, 사람 중심의 군민이 체감하는 전주기 복지체계 구축 등 섬김으로 여는 군민의 안전 복지를 구축하겠다고 밝혔다.

이러한 군정 방향에 맞춰 2025년도 예산안의 총규모는 6,568억 원으로 회계별로 보면 일반회계는 5,920억 원으로 6.3% 증가하였고, 특별회계는 648억 원으로 금년보다 28억 원이 증가하였으며, 기금 운용규모는 총 10개 기금 1,857억 원으로 편성하고 군 의회에 제출했다.

손병복 울진군수는 “2025년 예산은 한정된 재원으로 사업의 경중에 따른 우선순위, 재정 건전성 모두를 염두에 두고 편성하였다”라면서 “지역경제 활성화와 군민 행복을 위한 밑거름이 되고 ‘화합으로 새로운 희망울진’을 달성하도록 의회의 적극적인 협조를 바란다”라고 당부했다.
