군에 따르면 내년 예산안은 2024년 본예산 6,760억원보다 440억원(6.5%) 증가한 7,200억원 규모이며, 이 중 일반회계는 396억원(6.3%)이 증가한 6,683억원, 특별회계는 44억원(9.2%)이 증가한 517억원이다.

특히, 군이 제출한 7,200억원의 예산안은 본예산 기준 역대 의성군 예산 중 최대 규모로, 어려운 지역경제 회복을 위한 의성군의 의지를 담았다.

의성군은 공격적이고 선제적인 국·도비 확보활동을 강력히 펼쳐 전년보다 57억원(1.4%) 늘어난 3,978억원의 국도비 사업을 확보했으며, 세출예산의 전면 재검토를 통해 투자사업 우선순위에 입각, ‘선택과 집중’하고 불요불급한 예산은 삭감했다.

특히, 자칫 방만하게 운영될 수 있는 지방보조금 관리제도를 대폭 개편과 엄격한 성과평가를 실시하였으며, 평가결과 미흡한 사업은 중단 및 통폐합하는 등 구조조정을 과감히 단행했다. 또한, 내년도 부서별 주요 역점사업 및 업무계획을 사전에 점검하고 이를 예산에 연계 반영하는 등 예산편성 체계를 구축했다.

의성군 내년도 예산안을 분야별로 살펴보면, ‘차세대 산업의 혁신성장 거점 구축’을 위해 세포배양식품특구 운영 36억원, 세포배양소재상용화기업지원 8억원, 인실리코산업화기반구축 5억원, 의성바이오밸리일반산업단지조성 2억원을 편성하여 미래전략산업을 체계적으로 육성하고 고도화에 주력한다.

‘어디서나 살기좋은 의성, 든든한 주민 삶의 터전 마련’을 위해 기초연금지원 772억원, 국민기초생활보장수급자생계급여 152억원, 의성군다인매립시설설치 66억원, 서의성목욕탕건립 30억원, 남대천고향의강물놀이장설치 15억원을 투입하여 지역 내 사회안전망을 확충함과 동시에 주민이 행복한 생활환경 여건을 확충한다.

이와 함께 청년인구의 유입과 정착을 통한 지방소멸위기 극복을 위해 의성청년벙커조성 29억원, 청년테마파크시설정비 7억원, 청년자립마을활성화지원사업 2억원을 편성하여 추진하고, 지역주민의 인재육성과 평생학습교육 기회확대를 위해 의성향토인재양성원운영 등에 32억원, 의성미래교육지구운영 4억원, 행복학습센터운영 3억원을 편성했다.

미래 농업 환경 변화에 적극 대응하고 안정적인 농·축산물 생산을 위해 공익증진직접지불제 369억원, 농작물재해보험료지원 88억원, 농어민수당 84억원, 유기농산업복합서비스지원단지조성 66억원, 맞춤형농자재지원에 62억원 등을 지원한다.

‘지역경제의 활력 제고’를 위한 예산으로는 봉양농공단지 청년문화센터건립 5억원, 의성사랑상품권발행및운영 및 할인액보전 12억원, 소상공인특례보증지원 4억원, 중소기업물류비지원 4억원, 중소기업운영자금이차보전 3억원을 편성하여 지역 내 기업, 소상공인, 사회적경제 지원을 통한 경제체질을 개선하여 지역경제의 유기적 선순환 구조를 마련하고자 고심했다.

김주수 의성군수는 "고금리와 물가상승의 이중고로 인한 경기침체와 국세수입 감소로 인한 지방교부세의 대규모 감소 등, 어려운 재정여건 속에서 고민이 많았다”라며 “침체된 지역경기 부흥을 위해서는 과감한 재정투자가 필요하다고 판단, 이같이 재정규모를 확대하였다”라고 밝혔다.

한편 2025년 예산안은 의성군의회의 심의를 거쳐 오는 12월 12일 최종 확정될 예정이다.
