【브레이크뉴스 영덕】박영재 기자=김광열 영덕군수는 2일 제309회 영덕군의회 제2차 정례회에서의 시정연설에서 올해 성과와 내년 군정 운영 방향을 설명하고 2025년 예산안 6,171억 원에 대한 심의를 군의회에 요청했다.

군에 따르면 김 군수는 올해를 미래 영덕의 발전을 위한 혁신과 전략과제를 역동적으로 추진했던 한 해로, 4대 혁신과 12대 전략과제를 통해 지방소멸 위기를 극복하고 국내 최고의 웰니스 도시로의 기틀을 마련했다고 평가했다.

이를 발판으로 김 군수는 내년 한 해의 군정 기조를 ‘소통을 통한 친밀한 현장 중심 행정, 군민이 체감하는 가시적인 성과 창출’에 두고 웰니스 중심도시 영덕 건설을 위한 지속적인 기반 구축과 지방소멸 위기 극복, 군민 복리증진을 실현하는 현안 사업에 집중한다는 비전을 제시했다.

이에 영덕군은 내년 군정 목표로 △관광객 1,500만 시대를 위한 관광 활성화 △군민 삶의 질 향상을 위한 정주여건 개선 △지속 가능한 농어촌을 위한 기후변화·고령화 대응 전략적 지원 △미래인재 양성 및 모두가 행복한 복지영덕 건설 △재난 예방 인프라 구축 및 체계적인 재난 대응 시스템 완비 △신성장 동력 확보를 위한 산업 생태계 조성 등을 상정하고 민선 8기의 역량을 총동원해 지역사회의 비전과 발전을 이룩한다는 포부다.

이를 위해 군은 내년 일반회계 5,895억 원과 특별회계 276억 원을 합한 총 6,171억 원의 예산을 확보해 부동산 경기 둔화, 국가적인 세수 부족, 신규사업 억제로 인한 국비 감소 등 대내외 경제 여건의 어려움을 돌파한다는 복안이다.

김광열 영덕군수는 “면밀한 성과평가를 바탕으로 한 선택과 집중을 통해 불필요한 낭비성 요소는 과감히 줄이 꼭 필요한 곳에만 효과적으로 예산을 세우는 지출 구조조정을 단행해 이번 안을 마련했다”며, “재정건전성을 확보하면서 군민이 체감할 수 있는 행정수요에 부응하는 현안 사업을 추진함으로써 지역의 미래를 준비하는 핵심 사업들에 집중투자 하겠다”고 밝혔다.

To this end, the county will secure a total budget of 617.1 billion won, which is the sum of 589.5 billion won from the general account and 27.6 billion won from the special account, to overcome domestic and international economic difficulties such as the slowdown in the real estate market, a national tax shortage, and a decrease in national budget due to the suppression of new projects.

Yeongdeok County Governor Kim Gwang-yeol said, “We have prepared this plan by boldly reducing unnecessary wasteful elements through selection and concentration based on thorough performance evaluation and effectively setting up the budget only where it is absolutely necessary.” He added, “We will focus on investing in key projects that prepare for the future of the region by promoting urgent projects that respond to the administrative needs that the county residents can feel while securing fiscal soundness.”
