군에 따르면 긴급복지지원은 예기치 못한 주 소득자의 사망, 실직, 질병 등 갑작스러운 위기사유의 발생으로 생계유지가 곤란한 저소득층에게 생계, 의료, 주거지원 등 복지서비스를 신속하게 지원해 긴급위기 상황에서 벗어나도록 돕는 제도이다.

지난 2004년 대구 불로동 장롱속 아이 사망사건을 계기로 시행된 전국민 긴급복지지원제도는, 기준과 지원액이 전국 동일하여 기준 초과로 지원이 어려운 안타까운 경우가 종종 발생함에 따라 울진군에서는 2025년부터 기준을 일부 확대하여‘울진형 긴급복지지원제도’를 시행하게 되었다.

확대된 기준 중 소득기준은 정부지원이 기준중위소득 75%인데 반해 새롭게 시작되는 울진형 제도는 기준중위소득 100%로 대폭 확대함에 따라서 1인 가구의 경우 소득이 월 2,392,013원 이내라면 위기가구 지원을 받을 수 있다.

한편, 금융재산 기준 또한 확대하여 정부지원 기준보다 400여만원 초과 된 기준을 적용하면, 연간 100여명의 위기가구가 추가로 지원받을 수 있다.

대상자로 결정이 되면 긴급 생계지원은 1인가구 월 30만원으로 1회에 한 해 추가 지원을 받을 수 있으며, 긴급 의료지원은 최대 300만원까지 지원받을 수 있어 갑작스러운 위기에 대응할 수 있도록 한다.

울진군은 이 외에도 주거지원, 재난지원을 마련하여 폭넓은 위기 상황에 대응할 예정이다.

위기 사유가 발생한 울진군민이라면 울진군청 복지정책과 또는 가까운 읍・면사무소에 방문하거나 전화로 상담 후 신청할 수 있다.

손병복 울진군수는“긴급복지지원제도를 통해 복지 사각지대에 놓인 군민들이 위기 상황을 극복하고 자립할 수 있도록 최선을 다하겠다”라며 “주변에 도움이 필요한 분들이 있다면 적극적으로 알려주시길 바란다”라고 전했다. 또한 “앞으로도 소외되는 이 없이 모두가 행복한 울진군이 되도록 군민의 삶을 꼼꼼히 살피겠다”라고 말했다.
