【브레이크뉴스 포항】박영재 기자=‘신뢰받는 의정, 힘이 되는 의회’를 목표로 힘차게 달려온 포항시의회(의장 김일만)가 지난 12월24일 제320회 제2차 정례회를 끝으로 2024년 의정활동을 마무리했다.

포항시의회 33명의 의원 모두는 올 한해 지역 철강산업의 위기와 국내외 경기침체 등 어려운 여건 속에서도 지속성장 가능한 포항 건설과 시민복리 증진을 위해 포항시민의 목소리에 귀 기울이며 열과 성을 다해 다양한 의정활동을 펼쳐왔다.

시의회는 올 한해 총 102일간(정례회 2회, 임시회 7회)의 회기 동안 조례 제·개정안 85건, 예산·결산안 10건, 동의·승인안 61건, 기타 67건 등 총 223건의 안건을 처리함으로써 활발한 입법활동을 펼쳤다.

이 중 의원발의 조례는 21건으로 ▲포항시 보육교직원 권익 보호 및 지원에 관한 조례안 ▲포항시 은둔형 외톨이 지원 조례안 ▲포항시 대상포진 예방접종 지원에 관한 조례안 ▲포항시 의용소방대 지원에 관한 조례안 ▲포항시 치유농업 육성 및 지원 조례안 ▲포항시 노인 등 대중교통 이용지원에 관한 조례안 ▲포항시 승차구매점 교통안전 관리 조례안 ▲포항시 동학사상 계승‧발전을 위한 조례안 ▲포항시 생활계 유해폐기물 관리에 관한 조례안 ▲포항시 국가유공자 우선주차구역 설치 및 운영에 관한 조례안 ▲포항시 민원실 설치 및 운영에 관한 조례안 ▲포항시 업무제휴 및 협약에 관한 조례안 ▲포항시 지역사회 통합돌봄 지원 조례안 ▲포항시 지하수 관리 조례안 ▲포항시 현수막의 친환경 소재 사용 촉진 및 재활용 활성화 조례안 등 지역 맞춤형 조례를 직접 발의해 지역 발전과 시민 복리증진을 위해 힘써왔다.

19명의 의원이 51차례에 걸쳐 5분 자유발언을 실시하고 9명의 의원이 시정질문을 통해 지역 주요 현안의 문제점을 지적해 시민의 입장에서 합리적인 대안을 선제적으로 제시했으며, 「경북 바이오·백신산업 특화단지 지정 촉구 결의안」, 「포항 철강산업 위기극복을 위한 산업위기대응특별지역 지정 촉구 결의안」, 「동해 심해 가스전 개발 사업 예산 반영 촉구 결의안」을 채택해 정부, 국회 및 관련기관에 해결을 요청하는 등 적극적으로 시민의 목소리를 대변하고자 노력했다.

3차례의 추가경정예산안과 2025년 본예산의 철저한 심사를 통해 시민들의 세금이 헛되이 낭비되지 않도록 예산안 심사에도 심혈을 기울였으며, 행정사무감사를 통해 예산 운영, 정책 추진 등 시정 전반을 철저히 검토한 결과 총 437건의 감사결과(시정 및 처리요구 273건, 건의164건)를 채택했다. 또한, 작년부터 6개월간 이어진 시유재산 매각과정에서의 비위 등에 관한 행정사무조사를 통해 13억원의 재정상 세입조치를 이루는 등 의회 본연의 역할인 감시와 견제 역할을충실히 수행하며 행정의 투명성 확보 및 효율성 제고를 기했다.

또한, 시의회는 전문성과 정책역량 강화에도 최선을 다했다. 후반기 의회 출범과 함께 5개의 연구단체가 추가 구성돼 생활정치, 환경문제, 기업정주화, 지방자치 등 시민의 삶과 밀접한 분야를 주제로 총 7개의 의원 연구단체가 활동했다. 의원 연구단체는 각 분야별 전문가와 함께 지역 현안에 대한 정책간담회‧세미나 등을 개최해 실효성 있는 정책대안을 모색하고자 힘을 쏟았다. 또한, 청렴하고 투명한 의정문화 확산을 위한 청렴연수를 실시했고, 디지털 전환 시대에 발맞춰 쳇GPT 활용방안 등을 주제로 한 의정연수를 실시해 스마트 의정의 첫발을 내디뎠다.

후반기 의회 출범과 함께 의장단‧상임위원장단 간담회, 포항시와의 소통간담회를 정례화해 시정 주요 사업에 시민의 뜻이 올바르게 반영될 수 있도록 했으며, 의정회, 경북도의원, 남·북구 경찰서 등과의 소통간담회 개최로 지역 현안에 대해 논의하고 유기적인 상호 협조체계를 구축했다. 이 밖에도 무료 급식소 봉사활동 정례화와 철강산업 위기 극복 캠페인 등을 통해 지역과 시민의 어려움을 함께하며 나눔과 사랑의 실천에 앞장서는 따뜻한 의회상 정립에도 힘썼다.

아울러 의회 홈페이지를 비롯한 유튜브, 페이스북 등 다양한 SNS 채널을 통해 의회 내 다양한 소식을 시민들에게 알려 시민 소통을 강화했으며, 행정사무감사 시민 제보, 주민들이 직접 지역에 필요한 조례를 만드는‘주민조례청구제도’활성화를 위한 홍보 실시 등 시민의 직접 민주주의 실현을 위한 노력도 아끼지 않았다.

김일만 의장은 2024년 의정활동을 마무리하며, “지난 한 해 동안 포항시의회에 아낌없는 성원과 지지를 보내주신 시민 여러분께 깊은 감사를 드린다”며, “을사년 새해에도 오직 시민을 위하는 마음으로 시민의 목소리를 대변해 시민 여러분의 행복과 포항시의 발전을 위해 노력하겠다”고 각오를 다졌다.

19 council members held 51 5-minute free speeches and 9 council members raised questions on city administration to preemptively suggest reasonable alternatives from the citizens’ perspective by pointing out problems in major local issues. We have also actively tried to represent the citizens’ voices by adopting the “Resolution Urging the Designation of Gyeongbuk Bio and Vaccine Industry Specialized Complex,” the “Resolution Urging the Designation of an Industrial Crisis Response Special Zone to Overcome the Pohang Steel Industry Crisis,” and the “Resolution Urging the Reflection of the East Sea Deepwater Gas Field Development Project Budget.”

Through three additional budget proposals and a thorough review of the 2025 original budget, we have put our heart and soul into reviewing the budget plan so that citizens’ taxes are not wasted. As a result of thoroughly reviewing the entire city administration, including budget operation and policy promotion, through administrative audits, we adopted a total of 437 audit results (273 requests for correction and processing, 164 suggestions). In addition, through administrative investigations into irregularities in the process of selling city property that have continued for six months since last year, we have achieved financial revenue measures worth 1.3 billion won, faithfully performing the role of the council as a watchdog and check, and have strived to secure administrative transparency and improve efficiency.

In addition, the city council has done its best to strengthen its expertise and policy capabilities. With the launch of the second half of the council, five additional research groups were formed, and a total of seven council research groups have been active on topics closely related to citizens’ lives, such as daily politics, environmental issues, corporate settlement, and local autonomy. The parliamentary research group worked hard to find effective policy alternatives by holding policy discussions and seminars on local issues with experts in each field. With the launch of the second half of the parliament, regular meetings between the chairman and standing committee chairmen and communication meetings with Pohang City were held to ensure that citizens’ opinions were properly reflected in major municipal projects. In addition, they discussed local issues and established an organic mutual cooperation system by holding communication meetings with the parliamentary council, Gyeongbuk Provincial Assembly members, and Nam and Buk District police stations.
