이는 최근 농기계임대사업 임대료 인상 조례 개정에 따른 것으로, 군은 농업인 부담을 최소화하고자 ‘울진군-한울본부 상생발전협의회’를통해 결정됐다.

농기계 임대료는 2024년까지 농식품부 50% 감면, 농업인부담 50%에서 2025년 1월부터는 한울본부 50% 지원, 농식품부 25% 감면,농업인 25% 부담 비율로 확대 지원된다.

농기계 임대사업 임대료 인상 조례 개정 사유는 지는 2023년 정부합동감사 결과 울진군을 포함 포항시, 상주시 등 10개 시·군이 농기계임대료 징수 조례 기준이 상위법을 위반하여 운영하고 있으므로 조례개정을 권고한 바 있고, 이를 이행하지 않을 시 국비 교부세가 감액되는 등 상당한 불이익을 받을 것이라고 경고했기 때문이다.

이에 따라 울진군은 불가피하게 농기계 임대료 징수 기준을 상위 법령에 부합하도록 2024.12.30.자로 임대료 인상 조례 개정을 완료하였으며, 그 결과 농기계 임대료가 기존보다 대폭 인상되었다.

이에 농업인 부담을 최소화하고, 영농 현장에서 농기계 사용 촉진은물론 농촌 고령화 및 일손 부족을 해소하고자 울진군은 선제적 대응으로‘2024년 울진군 & 한울본부 상생발전 협의’ 안건으로 상정하여 2025년 1월부터 한울본부로부터 농기계 임대료 50%를 지원받게 되었다.

또한 최근 정부 차원에서 어려운 농업 여건을 감안하여 임대료 감면을2025년 12월까지 재연장함에 따라, 임대료 인상 조례 개정에도 불구하고농업인이 부담하는 임대료가 기존보다 인하되는 효과가 발생하였다. 다만, 농기계 배송료는 지원 대상에서 제외되었다.

손병복 울진군수는“농기계 임대료 인상 조례 개정으로 지역 농업인의 경제적 어려움이 예상되었지만, 한울본부로부터 임대료 반값 지원과 정부 차원에서의 감면 연장에 따라 농업인 부담을 크게 줄일 수 있어서 모두에게 감사하다.”고 전했다.
