승마인구가 연간 50만명이 넘어가고 있는 시대에 우리에게 신체적, 정신적 힐링을 제공해주는 말은 단순히 산업동물 이상을 넘어 반려동물로 자리잡고 있다. 반려인구의 증가로 국민의 약 25%가 반려동물을 가족의 구성원으로 받아들이고 있으며, 이에 따라 동물복지의 인식 또한 급격하게 확대되고 있다.

동물복지에 관한 정책들이 반려견과 반려묘가 중심을 이루는 가운데 한국마사회는 말에 대한 복지 증진을 위하여 농림축산식품부와 함께 말복지 향상을 위해 다양하고 실효성 있는 정책들을 추진하고 있다. 정책추진과정에서 말복지의 보편적이고 실효성 있는 척도의 필요성을 인식했으며, 이를 위해 전국승마장의 ‘말복지인증제’ 도입을 추진하고 있다.

말복지인증제는 말의 복지 기준에 적합한 승마장에 대한 평가인증관리와 적절한 지원을 하고자 하는 제도이다. 평가기준은 승마장 시설·인력·운영시스템 등으로 나눠지며, 모든 항목에서 적합 판정을 받아야 인증을 받을 수 있다.

한국마사회는 2025년 인증시스템 정식 도입에 앞서 경주퇴역마의 복지정책 중 하나인 ‘경주퇴역마 승용전환 훈련사업’에 참여하고 있는 우수승마시설 중 자가진단과 현장평가 및 종합심의 결과 ‘말복지인증제 시범사업 시설’을 최종 2곳 지정했다.

지정시설로는 경기권의 ‘홀스메이트 승마장’과 경북권의 ‘운주산승마조련센터’이며, 향후 지정시설을 통해서 운영 모니터링, 개선점 발굴을 통해 말복지인증제가 정식으로 도입 가능한지에 대한 타당성 여부를 판단하고자 한다.

운주산승마조련센터는 공공승마장으로써 경주퇴역마를 조련할 수 있는 시설과 수년에 걸쳐 쌓아온 경주퇴역마 전환순치의 노하우와 인력을 갖추고 있으며, 이를 바탕으로 매년 우수시설로 지정되어 왔다. 현재 이미 시설, 인력, 운영시스템 모두가 말복지인증제 기준에 부합된다는 평가를 받아 시범시설로 선정되게 되었다.

이번 ‘승마장 복지인증제 시범시설’ 지정에 따라 운주산승마조련센터는 경주퇴역마 뿐만 아니라 국내 모든 말들의 복지 기준을 향상시키고 정립함에 있어, 시작 단계인 말복지정책을 실질적으로 운영 가능한 체계적인 인증 시스템으로 구축하는데 한 축을 담당하게 되었다.

최기문 영천시장은 “영천시는 2020년도 ‘경주퇴역마 관리프로그램’ 시설로 최초 지정됐으며 지정 후 경주퇴역마 복지 향상을 위해서 최선을 다해왔다”며, “이번 기회를 통해 운주산승마조련센터는 말복지인증제의 척도가 될 수 있도록 그 역할을 더욱 공고히 하겠다”고 밝혔다.

While policies on animal welfare are centered on companion dogs and cats, the Korea Racing Authority is promoting various and effective policies to improve horse welfare in cooperation with the Ministry of Agriculture, Food and Rural Affairs. In the process of promoting policies, the need for a universal and effective measure of horse welfare was recognized, and to this end, the 'Horse Welfare Certification System' is being introduced to all equestrian clubs nationwide.

The Horse Welfare Certification System is a system that aims to provide appropriate support and evaluation and certification for riding centers that meet the standards for horse welfare. Ahead of the official introduction of the certification system in 2025, the Korea Racing Authority has designated two ‘Horse Welfare Certification System Pilot Project Facilities’ as a result of self-diagnosis, on-site evaluation, and comprehensive review among excellent riding facilities participating in the ‘Riding Horse Retirement Conversion Training Project’, one of the welfare policies for retired racing horses.

The designated facilities are ‘Horse Mate Riding Center’ in the Gyeonggi area and ‘Unjusan Riding Training Center’ in the Gyeongbuk area. In the future, the feasibility of formally introducing the Horse Welfare Certification System will be determined through operational monitoring and improvement areas identified through the designated facilities.

Unjusan Horse Riding Training Center is a public riding center that has facilities to train retired racing horses and has the know-how and manpower for the conversion of retired racing horses that has been accumulated over the years. Based on this, it has been designated as an excellent facility every year. Currently, the facility, manpower, and operating system have all been evaluated as meeting the standards for the Horse Welfare Certification System, and thus it has been selected as a pilot facility.

With this designation as a ‘Pilot Facility for the Horse Riding Center Welfare Certification System,’ Unjusan Horse Riding Training Center will play a pivotal role in establishing and improving the welfare standards for not only retired racing horses but also all horses in Korea, and in establishing a systematic certification system that can actually operate the horse welfare policy, which is at the beginning stage.

Mayor Choi Ki-moon of Yeongcheon City said, “Yeongcheon City was the first to be designated as a ‘Gyeongju Retired Horse Management Program’ facility in 2020, and has done its best to improve the welfare of retired racing horses since the designation,” and added, “Through this opportunity, Unjusan Horse Riding Training Center will further solidify its role so that it can become a benchmark for the Horse Welfare Certification System.”
