【브레이크뉴스 포항】진예솔 기자=경북 포항지역 대형 건설사(아파트) 들의 외국인 불법체류자 고용문제가 지역 이슈로 떠올랐다. 

포항시에서 아파트를 짓고 있는 다수의 대형 건설사 현장에 불법체류 외국인들이 넘쳐나고 있지만 당국의 감독의 손길이 미치지 못하면서 포항이 외국인 불법체류자 천국이라는 비야냥 까지 나오고 있는 실정이다.

현재 포항지역에서 아파트를 짓고 있는 대형건설사들은 북구양학동의 자이애서턴 아파트와 우현동 한신아파트, 환호동 힐스테이트, 흥해지역의 LH사, 남구의 상생공원지역의 힐스테이트와 더샵 등이다. 이들 업체들 역시 외국인 근로자들이 상당수 일하고 있는 것으로 파악됐다.

이들 건설현장에 투입된 상당수 외국인 근로자 대부분이 불법체류자로 추정된다는 제보가 잇따르고 있다. 제보자는 “그 수가 워낙 많아 추정치도 내놓기 어려울 지경”이라고 덧붙였다.

이에 건설경기 불황으로 일자리를 위협받는 지역 건설노동자들의 불만의 목소리가 커지고 있다.

불법체류 외국인 고용은 지역에 무분별하게 차려진 인력공급업체들이 취업을 희망하는 외국인들에 대한 신원확인조차 하지않고 무분별하게 이들을 고용해 현장으로 들여보내면서 불법체류를 양산하고 있다는 지적이다. 

여기다 더해 브랜드가 생명인 대형 건설사들조차 인력업체를 통해 공급되는 인원들에 대해 불법체류 사실이 발견될 경우 현장 투입을 막아야 하지만 어찌된 영문인지 불법체류 외국인 근로자 수는 계속 증가 하고있는 실정이다. 사실상 묵인하고 있는게 아니냐는 의혹마저 일고 있다. 불법 체류 외국인 고용이 만연을 넘어 관행으로 자리 잡았다는 지적도 나온다.

실제로 한 업체 관계자는 4일, 기자와의 통화에서 “합법적으로 외국인 근로자들을 고용해 현장에 투입하고는 있지만 불가피하게 외국인 불법 체류자를 쓰는 경우가 있다”며 “전반적인 고용체계를 다시 점검해 조치하겠다”고 말했다.

같은날 또 다른 업체 관계자도 “공사 기간을 맞추기 위해서는 불법체류자 인줄 알면서도 부득이하게 현장에 투입하고 있는 건 사실이지만 하청업체 또는 인력공급회사를 통해 들어오는 만큼 정확한 인원은 알 수 없다”고 말했다.

이는 대형 건설사의 외국인 불법체류자 고용이 만연돼 있다는 것을 사실상 시인하는 것으로 보다 철저한 감리 및 관리 감독이 요구되는 대목이다.

 민주노총 관계자는 “건설업체가 외국인을 건설현장에서 쓰려면 정부로부터 고용허가를 받아야 하지만, 고용허가를 받는 업체는 거의 없다”며 “건설 업체가 용역업체 또는 인력업체로부터 외국인 인력을 공급받는 경우, 구두 계약이나 차명으로 진행하는 불법 하도급 형태를 보인다”고 지적했다.

이와관련, 법무부 대구외국인출입국사무소에 불법체류자 단속 실적등을 요청했지만 “법무부 대변인실을 통해서만 공개가 가능하다”고 말했다. 다만, “포항지역의 불법체류자 고용업체 파악을 통해 조만간 단속에 나서겠다”고 말했다.

In fact, a company official said in a phone call with a reporter on the 4th, “We are legally hiring foreign workers and sending them to work sites, but there are cases where we inevitably use illegal aliens,” and “We will review the overall employment system and take action.”

On the same day, another company official said, “It is true that we are inevitably sending them to the site knowing that they are illegal immigrants in order to meet the construction deadline, but we cannot know the exact number of people since they are coming in through subcontractors or labor supply companies.”

This is a virtual admission that large construction companies are hiring illegal immigrants, and it is a point that requires more thorough supervision and management.

A KCTU official pointed out, “Construction companies need to obtain employment permits from the government to hire foreigners at construction sites, but almost no companies receive employment permits,” and “When construction companies receive foreign workers from service providers or labor supply companies, they often do so through verbal contracts or illegal subcontracting under false names.”
