【브레이크뉴스 영덕】박영재 기자=영덕군은 올해 1월부터 농지개량 신고 의무화 제도가 시행됨에 따라 농지개량을 위해 성토 또는 절토를 진행할 경우 사전에 신고할 것을 당부했다.

농지개량은 농지의 생산성을 높이기 위해 농지의 형질을 변경하는 행위로, 농지의 구획 정리나 개량시설 설치, 또는 객토·성토·절토·암석채굴 행위를 포함하며, 신고 없이 개량을 진행하면 최대 3년 이하의 징역 또는 3,000만 원 이하의 벌금이 부과되거나, 원상회복 명령을 포함한 행정처분이 내려질 수 있다.

다만, 개발행위허가를 받은 경우, 국가 및 지자체 직접 사업, 재해복구 및 재난 응급조치, 필지 면적 1,000㎡ 이하 또는 성토의 높이 또는 절토의 깊이가 50㎝ 이내인 경우는 신고 대상에서 제외된다.

이에 필지 면적이 1,000㎡를 넘고 성토의 높이 또는 절토의 깊이가 50㎝를 초과할 경우 사전에 △농지개량신고서 △공사 또는 사업 관련 도서, 피해 방지계획 등이 포함된 사업계획서 △농지소유권 입증 서류 △농지개량 기준에 적합한 흙임을 증명하는 서류 등을 영덕군 농업정책과에 제출해야 한다. 이밖에 자세한 사항은 영덕군청 농업정책과 농업정책팀으로 문의하면 된다.
