지난 20일 광주광역시의회에서 대한민국시도의회의장협의회 ‘2025년 제1차 임시회’가 개최됐다.

이날 대한민국시도의회의장협의회는 청사 기준 면적 개정의 필요성에 공감하며 경북도의회가 제출한 ‘지방의회청사 기준 면적 관련 법령 개정 촉구 건의문’을 채택했다.

경상북도의회에 따르면 지방의회 청사 기준 면적은 지난 2010년 이후 약 13년 동안 개정되지 않았다. 그러나 직원 수는 지속적으로 증가했다.

이로 인해 2010년 ‘공유재산 및 물품관리법’ 제정 당시 지방의회 직원 1인당 평균 사무공간은 약 4.5평이었으나 2025년 현재 1인당 평균 사무공간은 약 2.8평으로 감소했다. 

해외 주요 도시 및 국내 업무공간 기준과 비교해도 현저히 낮은 수준이다.

경상북도의회가 지방의회의 원활한 운영과 효율적인 업무 수행을 위해 청사 기준 면적 개정이 시급하다고 강조하며 제출한 건의문이 채택되면서 지방의회 업무 환경이 개선될 지에 관심이 쏠린다.

박성만 경상북도의회 의장은 “지방의회에 증가하는 사무인력을 고려하지 않고 단순히 인구수에 따라 청사면적을 제한하는 것은 개선이 필요한 사항”이라며 “사무공간뿐만 아니라 지역 주민들이, 이용할 수 있는 개방공간 확대를 위해서도 청사 기준 개정이 반드시 필요하다”고 말했다.
