이번 사업은 지난해 4월 지역전략사업 공모에 신청한 후, 사업계획 평가, 현장실사, 중앙도시계획위원회 심의 등 엄격한 심사를 거쳐 선정됐다. 대구시는 사업 추진 필요성, 개발 수요, 그린벨트 내 입지의 불가피성 등 세부 평가에서 높은 점수를 받아 국무회의를 통해 최종 선정됐다. 이로 인해 하빈면 이전지에 대한 그린벨트 해제 가능 총량 제외 및 신속한 그린벨트 해제 혜택을 받게 됐다.

대구시는 민선 8기 시정 출범 이후, 2023년 3월 대구농수산물도매시장의 이전지를 하빈면으로 선정하고, 이 지역을 ‘토지 거래 허가구역’으로 지정하는 선제적 조치를 통해 투기 방지와 토지 가격 급등을 예방하는 등 철저히 준비해왔다. 이와 함께, 지난해 4월에는 농림축산식품부 주관의 공영도매시장 시설현대화 사업에 선정되었으며, 10월에는 기획재정부 주관의 예비타당성조사 대상 사업으로 선정되면서, 사업은 순조롭게 진행되고 있다.

현재 북구 매천동에 위치한 대구농수산물도매시장은 전국에서 3위 규모의 거래를 자랑하는 중요한 유통 거점으로, 한강 이남 농수산물 유통의 중심 역할을 해왔다. 그러나 37년이 경과하면서 시설 노후화로 인한 안전사고 위험, 물류 동선 비효율성, 공간 부족 등의 문제가 심각해져 도매시장 이전을 통한 근본적인 문제 해결이 시급한 상황이다.

대구시는 이번 지역전략사업 선정 이후, 2차 국가·지역전략사업 공모에서도 K2 군사시설 후적지, 제2국가산단, 제2수성알파시티 등 핵심 사업들이 선정될 수 있도록 행정력을 집중할 계획이다.

홍준표 대구광역시장은 “이번 지역전략사업 선정으로 대구농수산물도매시장의 이전 사업이 신속히 진행될 수 있게 되었고, 그린벨트 해제 및 예비타당성조사에서 긍정적인 영향을 미칠 것”이라며, “도매시장 이전을 통해 대구를 최첨단 농수산물 물류 허브로 구축하겠다”고 말했다.
