【브레이크뉴스 포항】박영재 기자=포항시는 26일 남구 구룡포읍 석병리항이 해양수산부 주관 ‘2025년 어촌신활력 증진사업’ 공모에 최종 선정됐다고 밝혔다.

이번 선정으로 포항시는 100억 원(국비 70억 원, 지방비 30억 원)의 사업비를 확보하며, 3년 연속 국비 공모사업에 선정되는 성과를 올렸다.

‘어촌신활력증진사업’은 일자리 부족과 생활 서비스 접근성 부족 등 어려운 환경에 처한 어촌을 지원하는 사업으로, 생활 플랫폼과 안전 인프라 등을 강화하여 정주 여건을 개선하고 신규 인력을 유입하는 프로젝트이다.

올해 선정된 구룡포읍 석병리항은 민관협력형 사업으로, ‘기적의 동끝정원마을 조성사업’과 연계하여 어촌 경제 생태계 활성화, 생활서비스 안정화, 경관 자원 정원화 등을 핵심 목표로 설정하고, 지역사회의 문제 해결과 생활 서비스 전달 체계 구축을 위한 다양한 사회 혁신 실험을 추진할 계획이다.

한편, 지난 1월 해양수산부로부터 기본계획 조건부 승인을 받은 구평리항은 2026년 사업 완료를 목표로 젊은 해녀 거점형 어촌 스테이션과 마을 골목 정비 사업 등을 본격적으로 추진할 예정이다.

‘이가리항, 강사리항 어촌신활력증진사업’은 주민 전수조사와 지역 자원 조사를 완료하고, 주민 의견을 반영해 해양수산부 심의·조정위원회에서 최종 승인을 받으면 각종 단위 사업을 본격적으로 시작할 예정이다.

또한, ‘신창1리항·조사리항 어촌신활력증진사업’은 2024년 11월 시행계획 심의를 통과한 후 공사를 착공하며, 올해 준공을 목표로 어항시설의 기본 안전 인프라를 구축하고 어업인 및 관광객에게 더 안전한 환경을 제공할 예정이다.

포항시는 2023년에 구룡포읍 구평리항, 청하면 이가리항, 장기면 신창1리항, 송라면 조사리항 등 4개 지역이 선정되었으며, 2024년에는 호미곶면 강사리항이 선정돼 총 400억 원(국비 280억 원)의 사업비를 확보한 바 있다.

올해 구룡포읍 석병리항의 추가 선정으로 포항시는 4년 동안 총 500억 원의 사업비를 어촌 신활력 증진에 투입할 수 있게 됐다.

오영환 어촌활력과장은 “이상휘 국회의원과 협력하여 국비 공모사업에 선정된 만큼 지속 가능한 어촌 정주 환경 개선과 청년 인구 유입을 촉진하며, 지역 주민의 삶을 개선해 나가겠다”고 밝혔다. 이어 “어촌 인구 감소를 막고 새로운 활력을 불어넣기 위해 새로운 어촌사업을 발굴하고 지속적으로 투자할 것”이라고 덧붙였다.

The Seokbyeong-ri Port in Guryongpo-eup, selected this year, is a public-private cooperative project, and in conjunction with the ‘Miracle Donggeut Garden Village Creation Project’, it sets the key goals of revitalizing the fishing village economic ecosystem, stabilizing living services, and gardening landscape resources, and plans to promote various social innovation experiments to solve local community problems and establish a living service delivery system.

Meanwhile, Gupyeong-ri Port, which received conditional approval for its basic plan from the Ministry of Oceans and Fisheries in January, plans to fully promote projects such as a young female diver base-type fishing village station and village alley improvement projects, with the goal of completing the project in 2026.

The ‘Igari Port, Gangsa-ri Port Fishing Village Revitalization Project’ will begin various unit projects in earnest after completing a resident survey and a local resource survey, reflecting the opinions of residents, and receiving final approval from the Ministry of Oceans and Fisheries’ Deliberation and Coordination Committee.

In addition, the 'Shinchang 1-ri Port·Josari Port Fishing Village Revitalization Project' will begin construction after passing the implementation plan review in November 2024, and will aim to complete construction this year to build basic safety infrastructure for fishing port facilities and provide a safer environment for fishermen and tourists.

In 2023, Pohang City selected four regions: Guryongpo-eup Gupyeong-ri Port, Cheongha-myeon Igari Port, Janggi-myeon Sinchang 1-ri Port, and Songra-myeon Josari Port. In 2024, Homigot-myeon Gangsa-ri Port was selected, securing a total project budget of KRW 40 billion (KRW 28 billion from the national budget).

With the additional selection of Guryongpo-eup Seokbyeong-ri Port this year, Pohang City will be able to invest a total of KRW 50 billion in project budget for the revitalization of fishing villages over four years.

Oh Young-hwan, head of the Fisheries Village Vitality Division, said, “We will work with Rep. Lee Sang-hui to improve the sustainable fishing village settlement environment and promote the influx of young people, as we have been selected for the national budget project, and improve the lives of local residents.” He added, “We will discover new fishing village projects and continue to invest in them to prevent the decline in the fishing village population and inject new vitality.”
