【브레이크뉴스 경북】진예솔 기자=경북도의회 제12대 후반기 기획경제위원회(위원장 이선희)가 선제적 입법활동으로 실질적 성과를 이뤄냈다는 평가를 받고 있다.

기획경제위원회는 단순한 법안 발의에 그치지 않고, 실질적인 정책 변화를 이끌어내는 능동적인 입법 기구로 자리매김했다.

2025년 APEC 정상회의 경주 개최 확정에 따라, 기획경제위원회는 ‘경상북도 2025 아시아태평양경제협력체 정상회의 지원 조례’를 선제적으로 제정해 3,246억원 규모의 예산을 확보하는데 성공했다.

이를 기반으로 경북도는 APEC 준비지원단 신설, 인프라 구축, 교통·숙박 개선, 경제·문화 홍보 전략 수립 등 체계적인 지원책을 마련했으며, 추가 국비 2,000억원 확보에도 박차를 가하고 있다. APEC 정상회의는 경북의 글로벌 위상을 제고하고 관광·MICE 산업을 활성화하는 기폭제가 될 것으로 기대된다.

‘경상북도 양자산업 육성 및 지원에 관한 조례’ 제정으로 양자과학기술 발전의 제도적 기반을 마련하기도 했다. 지역 양자산업 생태계 구축을 위한 문을 열었다는 평가가 이어진다. 

경북도는 차세대 반도체 R&D(149억원), 양자대학원 운영(242억원), 국제포럼 개최 등의 사업을 추진하며 양자산업의 거점화를 목표로 하고 있다.

‘경상북도지사 공약사항 관리 조례’를 통해 도지사의 선거공약이 체계적으로 추진·관리될 수 있도록 법적 장치를 마련했다. 기존의 지침수준 관리에서 벗어나 이행실적 및 공개 의무를 법제화하며 실질적인 지방자치 실현에 기여할 수 있도록 했다. 

‘공약평가배심원단’ 운영으로 배심원단이 직접 의견을 개진하고 평가할 수 있도록 했다. 이를 통해 도지사의 공약에 대한 신뢰성이 높아지고 도민의 주권의식을 한층 강화될 것으로 기대된다.

‘경상북도 출자·출연기관 사이버보안 관리조례’도 제정했다. 민감한 정보를 다루고 있는 출자·출연기관에 대한 사이버 공격을 예방하고 이를 효과적으로 대응하여 피해를 최소화하고자 한 것이다. 

해당 조례는 경북도 산하 기관들의 보안 체계를 강화하고 도민의 개인정보를 보호하는 데 초점을 맞추고 있다. 때문에 경북도민의 권익 보호와 공공부문 사이버 보안 관리체계 구축에 앞장섰다는 평가를 받는다.

이와 같은 주요 조례의 제·개정은 기획경제위원회가 주도적으로 정책 연구와 정책 대안 제시를 통해 추진한 결과라는 점에서 더욱 주목할 만하다. 

이선희 기획경제위원장은 지역 현안을 깊이 있게 분석하고 실효성 있는 대책을 마련하는 등 지역경제 활성화와 미래산업 육성을 위한 법적 기반을 구축하는 데 탁월한 정책추진력을 발휘했다는 평가를 받고 있다.

Based on this, Gyeongbuk Province has established systematic support measures such as establishing an APEC Preparation Support Team, building infrastructure, improving transportation and accommodation, and establishing economic and cultural promotion strategies, and is also accelerating the securing of an additional KRW 200 billion in national funds. The APEC Summit is expected to be a catalyst for enhancing Gyeongbuk’s global status and revitalizing the tourism and MICE industries.

The enactment of the ‘Ordinance on the Promotion and Support of Quantum Industries in Gyeongsangbuk-do’ also laid the institutional foundation for the development of quantum science and technology. It is evaluated that it has opened the door to building a regional quantum industry ecosystem.

Gyeongsangbuk-do is promoting next-generation semiconductor R&D (KRW 14.9 billion), operating a quantum graduate school (KRW 24.2 billion), and hosting international forums, and is aiming to become a hub for the quantum industry.

The ‘Ordinance on the Management of Promises by the Governor of Gyeongsangbuk-do’ has established a legal mechanism so that the governor’s election promises can be systematically promoted and managed. It has moved beyond the existing guideline-level management and legislated the performance and disclosure obligations, contributing to the realization of actual local autonomy.

The operation of the ‘Promise Evaluation Jury’ has enabled the jury to directly express and evaluate opinions. This is expected to increase the reliability of the governor’s promises and further strengthen the sovereignty of the residents.

The ‘Ordinance on the Management of Cybersecurity of Gyeongsangbuk-do Invested and Contributed Institutions’ has also been enacted. This is to prevent cyber attacks on invested and sponsored organizations that handle sensitive information and to respond effectively to minimize damage.

The ordinance focuses on strengthening the security system of Gyeongbuk-do's subordinate organizations and protecting the personal information of its residents. Therefore, it is evaluated as taking the lead in protecting the rights and interests of Gyeongbuk-do residents and establishing a cyber security management system in the public sector.

The enactment and revision of these major ordinances are all the more noteworthy in that they were the result of the Planning and Economy Committee's proactive policy research and policy alternative proposals.
