대구시에 따르면 이번 군부대 이전지 선정은 1단계로 국방부가 '임무수행 가능성'과 '정주 환경'을 평가해 예비후보지를 선정하고, 2단계에서 대구시가 '사업성'과 '수용성'을 평가해 최종 후보지를 결정하는 방식으로 진행됐다.

대구시는 예비후보지로 군위군, 상주시, 영천시를 통보받은 후, 공정하고 투명한 평가 절차를 위해 대구정책연구원에 평가를 위탁했다. 대구정책연구원은 전문가들이 참여한 평가위원회를 통해 도시개발, 사업타당성, 국방군사시설 등 다양한 분야에서 후보지를 심도 있게 평가했다.

평가 결과, 군위군은 사업비 절감, 인허가 절차의 용이성, 민원 및 갈등 해소를 위한 실질적인 노력 등에서 높은 평가를 받았다. 특히, 군위군의 밀리터리타운 및 훈련장에 대한 주민동의율이 높고, 지자체의 공감대 형성을 위한 노력도 매우 긍정적인 평가를 받았다.

평가위원회 위원장인 김동영 교수는 "주민 수용성 측면에서 각 지자체마다 큰 차이를 보였으며, 일부 지자체는 훈련장 수용 지역에 대한 주민 동의율이 매우 낮아 군부대 이전이 사실상 불가능하다고 판단됐다"고 설명했다.

대구시는 군위군을 최종 선정함으로써, 민군 상생을 위한 군부대 이전 사업을 진행할 계획이다. 군위군으로의 군부대 이전 사업은 내년 상반기 합의각서 체결을 목표로 추진되며, 국방부와 협력하여 '마스터플랜'과 '시설기본계획'을 작성할 예정이다.
