브레이크뉴스 임국정 기자 = 권성동 국민의힘 원내대표가 5일 "국가 전략 기술·원천 기술 세액 공제율 확대, 국내 철강 공급망 강화를 위한 원산지 규정 확대 등 각종 지원을 집대성할 철강 산업 지원 법안을 조속히 발의하는 것을 검토하겠다"라고 밝혔다.

권 원내대표는 이날 경북 포항시 포스코 청송대에서 열린 '철강 산업 위기 극복을 위한 현장 간담회'에 참석해 "정부와 국회 차원에서도 (철강 산업 보호와 지원을 위한) 더 많은 노력이 필요하다"라며 이같이 말했다.

그는 "국회에서 철강 산업 지원에 대한 컨센서스(합의)는 마련돼 있지만, 지원 법안이 산발적으로 흩어져 있다"라고 지적했다.

권 원내대표는 이날 "요즘 철강 산업이 아주 어렵다. 미국 트럼프 정부의 25% 관세, 또 글로벌 공급 과잉, 저탄소 전환 요구 압박 등 여러 위기가 동시에 오고 있다"라며 "국가기간산업인 만큼 국가 차원의 보호와 지원이 반드시 필요하다"라고 주장했다.

그는 "우선 지난 1월 산업부는 트럼프 행정부의 25% 관세 압박에 대해, 철강 산업 경쟁력 강화 TF(태스크포스)를 발족했다"라며 "미국 정부와 상하원 의원 그리고 싱크탱크를 대상으로 대외 협력을 강화하고 있다"라고 전했다.

이어 "지난 2월 산업부는 국내 철강 산업에 피해를 주는 중국산 철강 제품 후판에 대해서, 최대 38% 반덤핑 관세를 부과하기로 결정했다"라며 "중국산 철강의 저가 공세에 대응하고, 국내 산업 보호를 위해 적절한 조치였다고 생각한다"라고 밝혔다.

권 원내대표는 또 "급변하는 무역 질서에 제도적으로 대응하는 것도 필요하지만, 중장기적으로는 기술력 신장이 중요하다"라며 "저탄소와 고부가가치 기술을 개발하고 미래 수요를 발굴해야 한다"라고 주장했다.

그는 "일본, EU(유럽연합)처럼 탄소 중립 기술에 대한 R&D(연구개발) 및 실증·상용 설비 투자에 제도적으로 지원해야 한다"라며 "다행히 한국형 수소환원제철 실증기술개발 사업의 예비타당성 조사가 올해 상반기에 마무리된다. 총 사업비 8850억 원 규모로 내년 상반기부터 예산 편성이 될 예정"이라고 설명했다.
