현대판 음서제가 수면 위로 형체를 드러냈다. 부정한 방법을 통한 친인척 세습채용, 무단결근을 비롯해 만연한 근태불량, 장기간 출근하지 않아도 급여를 수령하는 등 도무지 믿기 어려운 일이 지난 문재인 정권에서 발생했다. 심지어 정치인 유착 의혹까지 불거졌다. 상상을 초월하는 날의 연속이다.

중앙선거관리위원회가 온갖 비리 전시장으로 회자되며 지탄의 대상이 되어 있다. 거친 국민적 비난과 함께, 범죄 집단으로 낙인 찍는데 주저함이 없다. 그간 대대적으로 행해진 직원 부정 채용은 청년들 가슴에 대못을 두들겨 박은 꼴이다. 교과서에 수록해 항구적으로 교훈 삼아야 할 사태임에 분명하다.

여론이 들끓게 되자 “선관위는 가족회사” 운운하는 망발도 서슴지 않았다. "친인척 채용은 전통"이라는 기괴한 변명 앞에서 청년들은 또 다른 절망의 고통을 겪어야만 했다. 대다수 국민이 끓어오르는 분노를 주체할 수 없어 가슴을 친다. 끝모를 위법 사실과 도덕적 파산 상태를 접하며 아연 숨이 막힐 지경이 됐다. 

부정선거 의혹도 결코 가볍지 않다. 형상기억용지, 소쿠리 투표, 데이터 조작 의혹 등 끊임없는 문제 제기와 공정성 시비를 야기했다. 심지어 서버 비밀번호가 개인 이메일에서도 허용되지 않는 '12345'였다는 사실은 충격 그 자체다. 해커가 손쉽게 접근할 수 있는 위험성이 매우 높을 수밖에 없는 취약성이다.

보안상 분리 유지돼야 하는 인터넷과 내부 업무망 그리고 선거망이 연결돼 있음도 드러났다. 이는 외부에서 침투하기 용이로운 구조다. 선관위 내부적으로 개입할 수 있는 여지도 다분하다. 그런데도 선관위는 헌법기관임을 내세워 감사원 점검도 비협조하는 등 불신을 증폭시켰다. 고약한 냄새가 천리 밖을 나돈다.

더욱이 헌법재판소는 감사원의 선관위 감찰을 위헌으로 규정하며 면죄부를 발부하고 말았다. 선관위의 온갖 불법과 공정성 파괴를 옹호한 것과 다름없다. 상상조차 하기 어려운 비리 복마전으로 전락된 선관위를 도리어 용인하고 성역화한 셈이다. 헌재와 선관위를 향한 국민적 불신이 가중될 수밖에 없는 지점이다.

거대 야당인 더불어민주당의 미온적 대응도 도마 위에 올랐다. 주야장천 정부 인사를 탄핵하고, 걸핏하면 특검과 입법권 행사를 남발했던 이재명 대표의 침묵이 의아스럽기 그지없다. 헌법적 가치인 공정과 정의가 심각하게 훼손됐는데도 이를 외면하는 듯한 처사에 대해 여러 의문이 드는 것도 숨기기 어렵다.

만일 선관위 사태와 관련해 누구도 책임지지 않고, 처벌되지 않는다면, 선거사무 전반에 대한 국민적 불신은 더욱 깊어질 것임이 자명하다. 철저한 수사를 통해 그에 합당한 처벌이 따라야 한다. 아울러 선관위의 투명성과 공정성 확보를 위한 정치권의 꼼꼼한 후속대책이 마련돼야 할 것임은 상식의 영역이다.

They were breathless as they encountered endless illegal facts and moral bankruptcy.

The suspicion of election fraud is also not light. It has caused endless problems such as shape memory paper, small-scale voting, and suspicions of data manipulation, as well as controversy over fairness.
